The construction season for installation of the critical liner portions of the VLF <br />has been tentatively identified for this site from about mid-April to mid- <br />November. CC&V also has been approved to use "cold weather seaming <br />techniques" for synthetic liner materials when temperatures are lower than 35°F. <br />As such, excavation and some filling may be possible at other times in addition to <br />this "construction season window." Section 6.3.4 below discusses the restrictions <br />on liner installation. <br />The upper geomembrane liner and HVSCS will be covered by the two-foot thick <br />(minimum) lift of DCF (crushed ore) for protection. CC&V will continue to use <br />leached ore which meets the applicable Technical Specification, as well as <br />unleached ore as appropriate for DCF. Leached ore to be used as DCF which <br />requires screening (and perhaps crushing, if needed to meet specifications) will be <br />retained on the lined area as it is excavated, prepared, and placed or other <br />appropriate precautions will be implemented. Handling this material is no <br />different than current grading of the VLF to place piping or to construct roads. <br />The screening facility will use water sprays, as necessary, to control fugitive dust <br />in accordance with air permits required to operate the screening (or crushing) <br />equipment. <br />6.3.4 Restrictions on Liner Installation <br />To install thee geomembrane liner in accordance with acceptable practices that <br />minimize the potential for puncture and improper seaming as a result of weather <br />conditions, CC&V will continue to use the criteria identified as part of approved <br />Amendment No. 7 for determining when the geosynthetic liner can be installed. <br />Specifically, these criteria set out temperature or precipitation conditions that <br />would require a temporary halt to liner deployment. The information on approved <br />construction is included in the Technical Specifications provided as part of <br />Appendix 8, Volumes V and VI of this document. <br />6.3.5 Construction Drawings, Construction Specifications, Inspection, and <br />Certification <br />The engineering designs contained in this document for the VLF are based on the <br />best information currently available and provide a detailed description of the <br />project features associated with the MLE. Due to the fact that the MLE will be <br />implemented over many years, it is possible that additional information may be <br />• generated that would need to be submitted to the OMLR prior to construction of <br />Cripple Creek & Victor Gold Mining Company <br />Cresson Project Mine Life Extension <br />6-9
