• portion of the VLF, the foundation contains a deposit of the Carlton Mill tailings
that were relocated in 1994 and 1995 as part of the Phases I and II VLF
construction. These tailings have been covered with approximately 100 to 300
feet of compacted fill and overburden for more than 12 years. Design calculations
for the Phase 5 VLF show that the tailings will not have any impact on the
stability or performance of the VLF. The design grades and calculations are
shown in Appendix 8, Volumes V and VI of this document.
Underground workings are located within the limits of Phase 5. These workings
will be further examined and stabilized as necessary utilizing the methodologies
previously approved for the Phase IV VLF under Amendment No. 8 and as
discussed in Appendix 8.
6.3.3 Construction of Leak Detection, Liner, and Collection Systems
The LDS will be installed in the prepared subgrade prior to SLF placement.
Design of the LDS was discussed above in Section 6.2.6. After completion of the
LDS, the SLF will be placed both to provide protective support for the
geomembrane and to provide the base component of the composite liner system.
The SLF will be comprised of a minimum one-foot-thick layer of material with a
permeability of 1x10-6 cm/sec or less. It is anticipated that the material will meet
applicable Technical Specifications without the addition of bentonite, however
bentonite will be used as necessary to meet permeability requirements. The SLF
will be placed and compacted, then tested by a professional engineer or other
appropriately qualified professional to ensure that it meets the Technical
Specifications (see Appendix 8 for a complete copy of the Technical
Specifications).
The "composite" liner system selected for the Phase 5 area is discussed in Section
6.2 above and further described in the accompanying design report in Appendix 8.
The liner system will be installed in accordance with the Technical Specifications
included in Appendix 8. A qualified liner installation company will install the
liner and their work will be overseen by a professional engineer or other
appropriately qualified professionals, as has been done for construction of
previous phases. The completed liner installation, including copies of all required
tests performed on the liner, will be presented in a report which will be submitted
to the OMLR for review and acceptance prior to initiating solution application
and leaching.
• Cripple Creek & Victor Gold Mining Company
Cresson Project Mine Life Extension
6-8
