5.3 Permit Area and Area of Disturbance
The perimeter permit boundary for the MLE remains much the same as that approved for
the site through Amendment No. 8 and subsequent technical revisions. There have been
some ownership changes (property purchases by CC&V) which have removed certain in-
holdings within the exterior permit boundary and have affected the north permit
boundary. The proposed MLE activities are within the Amendment No. 8 permit
boundary, but will change the disturbance categories of some of the affected acreage of
the Amendment No. 8 approval (i.e. certain ancillary disturbance areas will now become
mining areas and overburden storage areas or certain overburden storage areas will now
become mining areas or VLF areas). The total affected acreage for the MLE is 4,184.5
acres and is the same as that approved for Amendment No. 8.
The permit area will, upon approval, encompass acreage currently permitted under Permit
M-1991-134 (Cameron Mine Permit). CC&V proposes that upon approval of the MLE
the Cameron permit be terminated with reclamation responsibility subsumed by Permit
M-1980-244. That is, the mining and reclamation plan and associated financial warranty
for Permit M-1991-134 will be superseded by the MLE mining and reclamation plans and
• associated financial warranty of Permit M-1980-244.
5.4 Sequence of Development
5.4.1 General Sequence of Operations
The sequence of operations for the Cresson Project, and hence for the MLE also,
will be influenced by various factors such as the price of gold and the quality of
the reserves as they are uncovered. The MLE is anticipated to generally occur as
described and as shown on Drawing C-5, Conceptual Mine Phasing. In general,
construction of Phase 5 of the VLF will take three construction seasons to
complete. Mining will occur through about 2016 and placement of overburden
into the OSAs and backfilling of the mine areas will occur simultaneously with
mining. Operational leaching of the ore is currently estimated to continue for an
additional approximately eight years beyond the completion of mining . (2016-
2024) with rinsing following the leaching cycle for an additional approximately
four to five years (2024-2029). During post-mining leaching and rinsing,
reclamation will occur in other areas of the facility, which will include the mine
areas and overburden storage areas (2016-2019). Final reclamation activities for
the VLF and associated processing facilities needed for rinsing will take
approximately two years (2030-2032).
