According to Map 2.05.3-5, no soil sample locations are apparently contemplated or <br />located in the areas Fill 7, W-4, S-4, Fill 9a, N-4, and N-3, a total of 19.9 acres. Area <br />W-2 (10.7 ac) and W-5 (9.1 ac), each show under-sampling with only one location <br />each, which does not approximate one sample location every four acres. <br />1. Please submit soil sampling results to comply with the soil sampling plan <br />as approved. <br />Fertilization <br />Soil sampling results indicate whether soils are deficient. The Division understands <br />from the 2006 ARR that approximately 10 acres of hydro-seeding were fertilized in <br />conjunction with that process. It is not clear from reporting or maps submitted that <br />fertilization was completed on any other parcels of reclamation. <br />2. For those soil samples that show deficiencies in nutrients or other <br />constituents, please demonstrate that fertilization was completed in each <br />specific area in accordance with the approved plan. <br />Revegetation Success Monitoring <br />Revegetation success of the reclaimed areas is required to be monitored as described <br />on pages 2.05-70 and 71 of the approved permit application. Monitoring is required in <br />years 3, 5, and 7 following reseeding. Assuming fall seeding for all parcels, two <br />vegetation sampling episodes should have been completed on 27.4 acres, one <br />sampling episode should have been completed on 52.4 acres, and 35.9 acres should <br />be scheduled to be sampled this growing season (2009). <br />3. Please submit all vegetation monitoring data not previously submitted to <br />the Division to demonstrate compliance with the approve revegetation <br />plan. <br />Shrub Re-establishment Plan <br />The shrub re-establishment plan is discussed beginning on page 2.05-65 of the <br />approved permit application. <br />4. Please provide documentation or evidence that the 4.5 acre shrub seeding <br />was completed and the .57 acre area of shrub transplants was established <br />in accordance with the approved plan. <br />Noxious Weed Control Plan <br />As reported in the 2008 ARR, weed control efforts have been ongoing as necessary. <br />Development of a weed control plan is required and is discussed on page 2.05-71 of <br />the approved permit application.
