RE: Reclamation Plan Compliance, Lorencito Mine, #C-96-084
Dear Mr. Thompson:
As you know, reclamation at Lorencito is nearing completion on most areas with
regarding to earth work, including backfilling, grading, topsoil reapplication, seeding,
mulching, and fertilization. This plan was approved by the Division in accordance with
Rule 2.05.4 and is included in the approved permit application on pages 2.05-55
through 2.05-75. The Division has some questions and concerns related to compliance
with the approved plan.
Soil Sampling Plan
The approved permit text lays out a prescriptive plan with regarding to soil sampling,
testing, reporting and soil amendments on pages 2.05-55 and 56. Soil samples are
required on 500 foot centers over the reclaimed area, which is approximately 122 acres.
This should result in 1 soil sample for every four acres or 30 soil samples required.
Each sample location will consist of a sample at 0-8 inches in depth and a sample
below 8 inches down to 24 inches of contact with rock debris.
Permit text incorrectly identifies soil sample locations are shown on Map 2.05.4-1, Post
Mining Topography. Soil sample locations are shown on Map 2.05.3-5, Soil Sample
Location and Distribution Plan. Thirty-four (34) total soil sample locations are shown.
Results of the soil sampling are to be submitted each year in the Annual Reclamation
Report (permit text 2.05-56). Review of Division records indicates soil sampling without
fertilizer recommendations for five soil sample locations on the outslope of Fill 9,
submitted for the 2nd quarter of 2002. No response to the Division's letter dated
December 20, 2002 regarding the Division's review of these samples was received from
Lorencito Coal Company.
The Division also shows receipt of soil samples for two locations, S-28 and S-29, for the
reclamation completed in 2005. The two samples each tested the 0-8 inch horizon
only. Please note, these locations are not shown on Map 2.05.3-5.
