A partial Phase I bond release was approved on 26 May 1995 (SL-01). A noncontiguous <br />pre-existing industrial site was approved for a coal loadout facility (located in the Clough <br />Industrial Park at Lacy, Colorado), but the site was never used and was later deleted from <br />the permit (in 1996). The waterline was removed, and the waterline corridor was <br />removed from the permit in 1999. A Phase I (partial) and Phase 11 bond release (SL-02) <br />was approved on 17 August 2001, that applied to all reclamation work required at the site <br />less the removal of sediment control structures (and associated reclamation of topsoil <br />piles). The permit was again renewed on 21 September 2001. The permit was <br />transferred to C.B. Minerals Company, LLC, on 22 March 2002. The permit was last <br />renewed on 16 August 2006. <br />The life of mine plan encompassed over 5,900 acres, of which approximately 2,484.3 <br />acres are currently permitted. Of these, 45.2 surface acres were disturbed. The Wheeler <br />seam was to be mined by hydraulic methods (an exploration program and a hydraulic <br />mining test preceded development). Coal was to be transported by a water flume to a <br />preparation facility. The coal was then to be dewatered, and stored for shipment by rail <br />to customers. <br />Development operations commenced in October 1986 and were discontinued in March <br />1987. Two entranceway portals were driven by a roadheader approximately 500 feet into <br />the hillside. Coal was not produced. The decision was made in 1993 to reclaim the site, <br />and reclamation operations were initiated in 1994. Facilities were demolished, backfill <br />and grading activities were accomplished, topsoil was replaced and reclaimed areas <br />seeded in 1994 (PAP page 4-54). No earth or revegetation reclamation work has been <br />completed since the permit renewal of February 28, 1997. Remaining work requirements <br />consist of reclamation of sediment control structures and establishment of required <br />vegetation. <br />There have been no notices of violations issued against Permit C-1984-065 since Permit <br />Renewal 05 on 16 August 2006. <br />Section II - Revisions to Permit C-1984-065 <br />Since the approval of Permit Renewal 05 one Minor Revision has been applied for and <br />approved. <br />Minor Revision 24: Minor Revision 24 was received on 23 February 2007, deemed <br />complete on 13 March 2007 and approved on 26 April 2007. This <br />revision allowed the operator to temporarily use the remaining <br />sediment pond for the evaporation of water from coal bed methane <br />wells. <br />No other Minor Revisions, Permit Revisions or Technical Revisions have been applied <br />for or approved since the approval of Permit Renewal 05. <br />Coal Ridge No. 1 Mine 2009 Midterm Review <br />Permit No. C-1984-065 1 April 2009
