Midterm Review - Coal Ridge No. 1 Mine <br />This document presents the results of the Midterm Review of CB Minerals Company, <br />LLC's Coal Ridge No. 1 Mine, conducted by the Colorado Division of Reclamation, <br />Mining and Safety (the Division). This Midterm Review was conducted to fulfill the <br />requirements of the Colorado Surface Coal Mining Reclamation Act, and Rules 2.08.3, <br />2.06.2(9), 2.06.3(4), 2.06.5(3), 2.06.7(5) and 3.02.2(4) of the Rules and Regulations of <br />the Colorado Mined Land Reclamation Board for Coal Mining (Rules). <br />Rule 2.08.3 requires the Division to conduct a review of each permit issued, prior to its <br />midterm (2 %2 years). Based on this review, for good cause shown, the Division may <br />require reasonable revisions to, or modifications of, the permit's provisions to ensure <br />compliance with the Act and Regulations. <br />Rules 2.06.2, 2.06.3, 2.06.5 and 2.06.7 require that during the midterm review, where <br />applicable, experimental practices, mountaintop removal variances, variances from <br />approximate original contour (AOC), and variances from contemporaneous reclamation, <br />respectively, be reviewed by the Division. The Coal Ridge No. 1 Mine does not conduct <br />experimental practices, nor have variances been granted for mountain top removal, <br />approximate original contour or contemporaneous reclamation. <br />Rule 3.02.2(4) requires the Division to review the amount of performance bond liability <br />and the terms of acceptance of the bond every 2 %2 years. <br />The proposed decision date for Permit Renewal 05 was 15 June 2006. The permit <br />document was issued on 16 August 2006 and expires on 11 October 2011. The Proposed <br />Decision and Findings of Compliance were updated at the time of the proposed decision. <br />Section I -History of Site <br />The Coal Ridge No. 1 Mine is an underground mine located in Garfield County, <br />Colorado in the town of New Castle, Colorado. The mine is just south of the Colorado <br />River and borders a section of Garfield County Road 355, approximately 1.5 miles east of <br />the Interstate 70 New Castle interchange (Exit 105). <br />Storm King Mines, Inc. submitted the initial application for Permit No. C-1984-065 for <br />the Coal Ridge No. 1 Mine on 12 March 1984. The company changed its name to New <br />Castle Energy Corporation (NCEC) on 26 July 1985. The permit was first issued on 9 <br />October 1986 and renewed on 10 December 1989. A corridor of land was added to the <br />permit area for a 2-inch water line from the facilities area to the Colorado River on 25 <br />March 1991. The permit was transferred to NCIG Financial, Inc. on 10 July 1991.
