properties referred to (from north to south) as the Archuleta, Reinoehl and
Arends properties.
6. There is an existing inholding, known as the Spier property, which is
surrounded on three sides by the Arends property.
Some of the proposed expansion site lies within the 100 year floodplain of the
South Platte River. Surface mining of alluvial sand and gravel is proposed for the entire
new site area within normal and special geotechnical setbacks. Mining will generally be
done by dry mining as described further below.
Following mining, the site area within the 100-year floodplain will be reclaimed
as a sealed water storage reservoir with a revegetated irregular shoreline for limited
wildlife habitat and to conform to surrounding land use. Any land with existing
elevations above the 100-year floodplain will be filled and graded for future re-
establishment as cropland.
The purpose of this Exhibit is to describe in detail the proposed mining plan for
the expanded area of the operation. The accompanying Figure D1, Exhibit-D Mining
Plan, portrays the elements of the proposed mining operation for the expansion area as
described in this narrative. Completion of mining of the existing permitted area will be in
accordance with the existing DRMS permit phasing as per the approved permit,
Amendment No. 1 and subsequent Technical Revisions affecting phasing. Existing
approved phasing is only partially shown on The Mining Plan maps, which are intended
to describe new mining not previously approved. This is because mining of the existing
permitted is already nearly completed in accordance with permit conditions. The
remaining areas to be mined in the existing permit area include the southeast corner of
Phase 10 (Figure D1, 1 of 2) and Phase 11 comprising the "land bridge" from the plant to
the Erger's Pond Pit facility to the north.
Concurrent with the submittal of this Regular (112) Permit amendment
application to DRMS, Ready Mixed is also submitting an application for a Special Use
Permit for sand and gravel mining and reclamation as well as annexation petitions to the
City of Brighton, Colorado. Zoning and annexation paperwork is being prepared by
ADCO Consulting and is separate from this DRMS submittal. Brighton intends to annex
20
