1.2 Closure/Reclamation <br />Robinson Lake was originally constructed in 1936 as process water storage for the <br />Climax Mine. Over the years, a significant amount of sedimentation occurred that <br />reduced water storage capacity in the reservoir. The sediments in the reservoir consisted <br />primarily of lime and settled metals hydroxides from the water treatment operations in <br />the reservoir. In 2008, Climax initiated efforts to remove the sediments and restore <br />process water storage for the planned restart of production. The sediments were <br />excavated, hauled and deposited over the crest of 2 Dam into Tenmile Tailing Pond and <br />the topsoil and clean underlying soils salvaged for reclamation on Robinson Tailing <br />Pond, 1 Dam and 2 Dam. Approximately 184,000 cubic yards of lime and metal <br />hydroxide sediments were removed and deposited over the crest of 2 Dam. <br />Approximately 16,000 cubic yards of topsoil was salvaged from beneath the sediments, <br />hauled to the crest of 1 Dam and pushed down the face. An additional 424,000 cubic <br />yards of clean subsoil was removed and hauled to the west end of Robinson Tailing Pond <br />and 2 Dam for capping and reclamation purposes. <br />Active Reclamation continued on Robinson Tailing Pond in 2008. An area adjacent to <br />the wet cover pool that was not previously capped, covered and reclaimed was completed <br />in 2008. Geogrid was placed on approximately 8 acres of exposed tailing along the south <br />east side of the wet cover pool, covered with approximately 2 feet of clean cap material, <br />biosolids incorporated and seeded.. The Robinson Lake Cleanout project produced <br />enough clean material to cover approximately 107 acres on the face of 1 Dam and the <br />surface of Robinson Tailing Pond in 2008. Topsoil was stripped and salvaged from the <br />Tenmile Tailing Pond basin and was also applied on Robinson Tailing Pond. This <br />material amounted to approximately 10 acres of cover along the crest of 2 Dam. The <br />stripped areas were hydromulched with Biosol to provide a temporary cover and prevent <br />erosion. In total, approximately 125 additional acres on Robinson Tailing Pond, 1 Dam <br />and 2 Dam were covered with clean material in 2008. Approximately 47 acres of these <br />areas were seeded in 2008 with the remainder planned for seed application in 2009. <br />Exhibit A illustrates the reclamation work performed on Robinson Tailing Pond in 2008. <br />Approximately 6,400 cubic yards of waste rock and tailing from historical mining <br />activities in Searle and Kokomo Gulches was removed and placed on Tenmile Tailing <br />Pond. Reclamation activities in the areas where the waste rock was removed focused on <br />23 acres that were treated with various levels of limestone and CaO, fertilizer, biosolids, <br />salvaged topsoil and seeded. This project is considered complete and no work is <br />scheduled for 2009 except for inspections and general stormwater maintenance. <br />Exhibit B illustrates the reclamation locations, soil cover treatments and amendments. <br />The Arkansas River was restored through the Storke Yard area in 2007. Minor stream <br />bank repairs were performed and additional vegetation was added in 2008. A total of 2.5 <br />acres were amended with biosolids and salvaged topsoil and seeded. The reclamation <br />area will be evaluated and maintained as necessary in 2009 with the intent to run the <br />normal spring runoff flow through the new channel. The areas treated in the Arkansas <br />River area are illustrated in Exhibit C.
