Hydrologic Balance (cont.): - Sump 4 contained water approximately one foot below
the top and was not discharging at the time of the inspection. The sump was stable
at the time of the inspection.
- Sump 5 contained water to the top of the sump but did not appear to be
discharging at the time of the inspection. The sump appeared to be stable at the
time of the inspection.
Backfilling and Grading: - Colowyo has committed to provide two reclamation
schedules for the East Pit closure. The first plan is a short term plan that will
encompass the area around the Prospect ditch, including the sump area that is part
of the ditch which is not yet to final grade. This short term plan, in the form of a
Technical Revision JR-78), was received by the Division on 24 December 2008. The
Division has sent Colowyo a preliminary adequacy Letter on this revision. The second
plan is a long term plan that will provide a comprehensive reclamation schedule for
the remaining East Pit, including the closure of the final pit. This long term plan is due
to the Division no later than 31 March 2009.
- Colowyo has been performing some reclamation work with the 101 dragline on the
highwall of the East Pit (although it was not operating at the time of the inspection).
The dragline has moved from the position it has been in for several months.
- The operator was performing Backfilling operations in the Section 4 area of the West
Pit at the time of the inspection. The operator was loading spoil from a temporary
pile with a loader and dumping it along the east edge of the pit just above the East
Taylor Pond. This material was then being pushed into the pit by a D11 dozer. A very
small portion of the area has reached final contour. The area that has been
backfilled has advanced around 100 feet from the last inspection. Please see the
pictures at the end of this report. No other backfilling operations were being
performed in the West Pit.
General Mine Plan Compliance: - The 101 dragline is on the East Pit highwall where it
was waiting to performing reclamation (although it was not running at the time of the
inspection it has performed reclamation work since the last inspection and it has
moved farther east).
- The 102 dragline was working on the west side of the West Pit doing pull-back work.
- The 103 dragline was out of service for scheduled maintenance.
- The 114 shovel operation was working on removing A-Seam overburden in the West
Pit.
- The 115 excavator was idle at the time of the inspection as the operator was not
doing any overburden or coal removal in the South Taylor Pit.
- The mining at the Colowyo Mine appears to be progressing as discussed and
approved in the PAP.
Fish and Wildlife: There was a herd of elk (approximately 30) on the topsoil pile across
from the facilities area and there was another small herd (approximately 50) on the
East Pit reclaim. There were two bald eagles seen in the Taylor Draw area.
