DRILL HOLE PLUGGING METHODS: <br />The hole plugging method described in 43 CFR II 3484.1(a) or Colorado Division <br />of Minerals and Geology (CDMG) Rules and Regulations at 4.07.3; states that each open <br />hole will be plugged t~-ith cement from bottom to ~0 feet above the uppermost flock coal <br />seam and from 50 feet below to 50 feet above any aquifers encountered in the hole. The <br />remainder of the hole is to be filled «ith an approved completion mud, gel; cuttuigs; or <br />cement to «~ithizi ~ feet of the surface. A ~-foot cement surface plug would be set; and an <br />appropriately labeled monument marker to be cemented into the sLU-face plug. Surface <br />casing is to be cut off at or belo«~ the level of the soil surface. <br />Ise accordance a%ith the recent Coai Program Guidance Document-Methane <br />Drainage and 1\~Ioiutoring Wells, MD~T~~ wells «-i11 be plugged per DMG Rules 2.05.4 and <br />4.07.3 at the minimum, recognizing that due to subsidence; damage to the casino ma;% <br />preclude setting a packer «%ithin ti0 feet of the perforated 7-inch casing. In such cases, the <br />packer will be set at the lo«%est possible point in the «-ell. A cement plug `vi11 be installed <br />t~,~ith u-en~snie line beginning at the plug and preceding a minimum of 50 feet up the ~-yell. <br />From that point the hole may be plugged to ~~,%itlun ~ foot of the casing cut-off point «ith <br />approved materials. The top ~ feet of the «~ell below the sub-surface casing cut-off point <br />(3 feet below surface) will be plugged «itil a cement cap. The top 3 foot of the casino <br />will then he cutoff and the hole filled in «~ith subsoil. A pem~ane~nt marker shall be <br />installed on top of the plug identifying the MD~~T. The pad z~,~ill then be recl_auned to <br />approximate original contour. <~ssociated drill roads ~vi11 be obliterated per USFS <br />direction. <br />OI~TGOL~?G OPERATLNG A?~D NIAl~TE.NANCE ACTIVITIES <br />MCC ~~~i1i utilize existing roads to access exhausting blowers for maintenance and <br />sere-ice. Each methane fired blower engine «%ill be serviced at 400-hour intervals. All used <br />fluids and trash «~11 be returned to the mine site for proper disposal Periodically MCC <br />«-ill haul ~~,%ater to the exhausting blowers for cleaning «-ith a portable pressure «%asher. <br />~iJater from cleanu7g will be vrecovered from the b1o«~er contaimnent tanks and <br />transported to the mine site for disposal. <br />From time to time, methane exhausters ma;~ have to be moved as part of a <br />plarnled or an un-plaiuled activity. These moves could occur at any tune of the year as <br />mining conditions and needs dictate. MCC ~~,-ill notify the Forest Service within 24 hours <br />of a move that «~ould occur as an unplaruled event. Planned moves as part of normal <br />activif~~ «=ould be addressed with the Forest Sei~~ice in accordance «%ith the Record of <br />Decision and Conditions of Approval in the EIS as «-ell as design criteria To keep <br />cuizent with improving teclulolog5%, MCC requests the ability to change exhauster <br />aligiunents, equipment; and add additional equipment as necessar;~ to meet the needs of <br />the mine as such equipment and/or technology becomes available. MCC «-ill notify the <br />Forest Service of any major change in aligiunent; quantitST and/or configuration of the <br />exhausting equipment prior to installation. <br />s <br />
