6.4.5 EXHIBIT E - RECLAMATION PLAN <br />1.) As mentioned above the overburden will be spread over the graded area first prior <br />to placement of topsoil. The depth of the overburden will be from 6"-12" inches <br />thick layer. The depth of the topsoil will be from 4"-6" inches thick layer. All of <br />the topsoil will be salvaged for use to establish revegetation. As mentioned above <br />the overburden and the topsoil will not be blending but rather placed as <br />overburden first and then the topsoil will placed on top of the overburden. <br />1.) The applicant / operator has been granted a Special Use Permit (SUP) from Las <br />Animas County for 80 acres. The Special Use Permit (SUP) states that mining <br />will occur on a smaller portion of the Special Use Permit (SUP), which will match <br />the affected area shown on the Pre-Mining Map in Exhibit "C". A clerical error <br />was corrected with Las Animas County concerning the "ADDENDUM RULE <br />1.6.2 (1) (a)" by sending an amended revised Notice. The applicant sent by <br />certified mail to the Las Animas County a corrected notice, please see the <br />attached letter from Mr. Valdez Las Animas County Planning Director. <br />1.) The applicant / operator does not see any areas that have adverse characteristics <br />that make reclamation measure impossible. This mine site will not pose any <br />difficulties when reclaiming is being established. <br />1.) The only manmade structures to remain post mining will be the gas well and gas <br />pipeline that exist at this time. The applicant / operator has no plans to have any <br />structures remaining post mining. <br />1.) The applicant / operator will commit to having a soils test done on the soil before <br />any planting to determine the type and amount of fertilizer needed if any. The <br />NRCS will be consulted when any reclamation begins. Since the recommended <br />seedmixture has been provided by the MRCS. <br />6.4.12 EXHIBIT L - RECLAMATION COST <br />1.) Additional Information needed by the division of Reclamation, Mining and Safety <br />in order to calculate the required bond; <br />a.) The high wall will not exceed 400 feet in length and will not exceed 18 feet <br />high, the average height will be 15 feet at the greatest level of disturbance. <br />b.) The haul roads as described in the original submittal narrative are the roads <br />that are existing on site as shown in EXHIBIT "C" Pre-Mining Map. Since the roads are <br />existing they will remain. If there are any pathway (roads) established in the mining <br />phases that where used to haul materials to the processing area they will be reclaimed. <br />These pathways (roads) will be scarified during the reclamation process. The number of <br />acres have been estimated at approximately 10 acres over the life of the mine. It is almost <br />impossible to guess at the width and length of the internal roads that will be used <br />therefore the estimate in acres. The roads herein discussed will have overburden and <br />topsoil placed on them the same as the other affected lands that are to be reclaimed.
