6.4.4 EXHIBIT D - MINING PLAN <br />1.) The depth of the gravel is between 12 feet- 18 feet with the average is <br />approximately 15 feet. The applicant / operator is projecting that 20 acres <br />disturbance any one time should be adequate. The 20 acres will allow the operator <br />to mine an area smaller than 20 acres and start the reclamation early and have that <br />area ready for release by the Division of Reclamation, Ming and Safety, thus <br />moving on to a new undisturbed area. The 20 acres will be the amount of land <br />area that needs to be secured by a financial warranty. The applicant I operator is <br />aware of the need to increase the financial warranty if they need to disturb more <br />than 20 areas. The mining timetable is somewhat optimistic at this time due to the <br />downturn in the gravel market in the local area. Therefore the 20 acres is enough <br />area. <br />2.) The equipment used will be portable equipment that is designed to be self- <br />supporting and does not require any concrete for foundations. The scale hose and <br />scale will be portable and they will not need any concrete for supporting <br />foundations. No equipment and/or buildings will need any structures that need to <br />be removed post mining. All equipment used on this project will be mobile and <br />portable. <br />3.) The highwall at the active mining face will range from 12 to 18 feet in height with <br />the average of 15 feet. The highwall will be sloped to a 3H: 1V during the mining <br />as the active mining face moves to a new area. The backsloping will be done on a <br />concurrent basis while mining. The land shaping and seedbed preparation will be <br />done as soon as possible in order to get the area revegetated. This will be <br />necessary to keep the financial warranty within the 20 acre disturbed limit. The <br />length of highway will not exceed 400 feet in length. <br />4.) As stated in item 3 above the backsloping will be done after the mining in any <br />section that has a highwall and mining in that area is finished. Backsloping will be <br />at a 3H: IV slope to facilitate the preparation of the seedbed and seedmixture <br />planting. <br />5.) The mine plan states that there is between 0"-6" of topsoil and that some <br />overburden will be used to supplement the topsoil and will be used as a growth <br />media. To clarify this statement we will explain the meaning of that statement. <br />No commingling (blending) of topsoils and overburden will take place to increase the <br />volume of the topsoils. However since the topsoil is not very thick on this site a layer of <br />overburden will be place down first to increase the depth of the potential root zone, then <br />the topsoil will be placed on the top of the overburden. This will help the seedmixture <br />take root and establish a healthy regrowth that can be sustained. The topsoil will be <br />stockpiled in separate piles. The overburden will be spread at a depth of between 6"-12". <br />The volume needed to satisfy this plan will be salvaged and stockpiled in separate <br />stockpile, not stored with the topsoil stockpiles. Not all of the overburden will be <br />salvaged only enough to supply the needed volume to prepare the seedbed as detailed <br />above.
