5. Various sections of narrative under Section 2.2 Surface Facilities of the approved <br />permit application are outdated, and need to be amended to incorporate changes <br />proposed in TR-16, including reference to disturbance acreage in the canyon <br />mouth area in the first paragraph of page 2-26 (should include the office area <br />disturbance and TR-16 disturbances), sediment drying area references in the first <br />paragraph on page 2-27, and commitment regarding coal waste disposal area TR <br />submittal in the second paragraph of page 2-27. <br />Please submit properly amended narrative. <br />6. The Affected and Disturbed Areas Map (Figure 2.2-1) referenced in the Section <br />2.2 narrative will need to be updated. The disturbed area boundary needs to be <br />revised to incorporate expansion proposed in TR-16. Delineation of underground <br />workings "affected area to date" and "future affected area" will also need to be <br />updated. <br />Please submit an appropriately amended Figure 2.2-1. <br />7. Surface Facilities narrative does not appear to include discussion of the small <br />existing "Storage Area" located adjacent to the haul road east of the existing <br />sediment pond, nor does amended narrative include discussion of the larger <br />proposed "Material Storage Area" (shown on amended Figure 2.2-2), which <br />would be located at the site of the existing sediment pond and sediment storage <br />area. <br />Please provide amended narrative with description of the two storage areas, <br />including the construction details and materials that will be stored in each <br />location. Section 2.2.3 on page 2-34 and 2-35 may be the appropriate location <br />for discussion of these storage facilities. <br />8. Three concerns related to maps associated with the storage areas referenced in <br />Item 7 were noted. First, on both amended Figures 2.2-2 and 2.2-3, there are <br />crossed contour lines along the slope near the northeast and southeast corners of <br />the "Material Storage Area". Second, the sediment containment berm associated <br />with the small existing storage area is not depicted on amended Figure 2.2-3. <br />Third, a riprapped diversion ditch would appear to be necessary to safely convey <br />flow from the ephemeral channel east of the proposed Material Storage Area <br />down to Ditch D-7-1, along the south perimeter of the proposed cut slope. <br />Please correct these items on amended versions of Figure 2.2-2 and 2.2-3. <br />9. On narrative page 2-29 "Office Complex", there is apparently outdated language <br />in the second paragraph regarding landscaping trees "shown on Figure 2.2-2", and <br />reference to "three sediment fences" in the final paragraph. We are not aware of <br />landscaping trees on the site and none are depicted on the map. There is only one <br />SAE silt fence for sediment control at the office area. <br />4
