<br />TR-16 PRELIMINARY ADEQUACY REVIEW COMMENTS <br />Rule 2.04.9 Soils Resource Information <br />1. Rule 2.04.9(1)(c) requires a soils map with sample locations. The soil map units <br />and projected topsoil salvage depths for each unit are presented on amended <br />Figure 2.2-2. However, it appears that the map unit boundary lines and sample <br />location points within each map unit are not included on the map. This <br />information is not included on the currently approved version of the map either, <br />and it may be that the detail was inadvertently omitted when the original version <br />of the map was converted to digital several years ago. <br />Please provide an amended version of Figure 2.2-2, with the necessary soil <br />map unit boundary lines and soil sample locations (with sample I.D. <br />numbers). <br />Rule 2.05.3(3) Mine Facilities <br />2. There is outdated narrative on currently approved permit page 2-1 (third <br />paragraph) regarding disposal of coal mine waste in the Munger Canyon permit <br />area and MSHA approved disposal of rock waste within designated locations of <br />the underground workings. The Munger Canyon disposal site has been reclaimed <br />and information in amended sections of the application indicates that rock waste <br />disposal underground is no longer approved by MSHA. <br />Please provide an amended page with properly updated narrative. <br />There is a statement in the first paragraph on page 2-2 of the currently approved <br />permit indicating that "no surface borings or drill hole programs are planned <br />within the permit area..." that could be somewhat misleading, as there has been <br />limited surface drilling for wells, waste disposal foundation investigation, and an <br />emergency monitoring hole into the workings following a mine explosion. <br />Please provide amended narrative with appropriate clarification. <br />4. Language in the second paragraph of page 2-23 appears dated (reference to lease <br />area rather than permit area, and mention of work area and road construction as <br />the only surface disturbances). <br />Please provide amended narrative regarding existing and proposed surface <br />disturbances within the permit area. <br />3
