Please amend the text as appropriate. <br />10. On amended pages 2-34 and 2-35 there are numerous references to the <br />"construction material" stockpile. The term is somewhat confusing and could be <br />misleading, since the proposed stockpile is labeled "Coverfill Pile" on Figure 2.2- <br />2, and the primary purpose of the material is for non-toxic refuse pile cover. We <br />assume material from the existing construction material stockpile will be used <br />along with pond embankment material to backfill the existing sediment pond, and <br />for site grading associated with TR-16 implementation, with any "leftover" <br />material to be included in the proposed coverfill stockpile, but this should be <br />clarified. <br />For consistency and clarification, please replace "construction material" with <br />"coverfill" in the amended narrative, in reference to soil that will be stored in <br />the proposed coverfill stockpile, and address how material in the currently <br />approved "construction material" stockpile will be utilized in future <br />operations and reclamation. <br />Rule 2.05.3(3)(c) Description of Roads, Conveyors or Rail Systems <br />11. A short segment of new haul road is depicted on TR-16 Figure 2.2-2 (Surface <br />Facilities). No descriptive information regarding the proposed road segment was <br />provided. <br />Please provide properly amended narrative and cross-section addressing <br />construction, specifications, use, and maintenance of the proposed new <br />segment of haul road that will provide access to the proposed coal waste <br />disposal area, pursuant to 2.05.3(3)(c). <br />12. The final sentence of the first paragraph on approved permit page 2-31 states that <br />typical cross-sections and design specifics for the main haul road ditches are <br />found in Appendix "M". We do not have the referenced designs in our permit <br />copy of Appendix "M". <br />Please provide the referenced Appendix "M" designs, or correct the <br />narrative reference on page 2-31 if it is in error. <br />13. The current approved permit includes 3 light use roads (#1 provides access to the <br />construction material stockpile, #2 provides access to the sediment pond, and #3 <br />provides access to a power meter). The amended Surface Facilities Map for TR- <br />16 depicts a short segment of #1 leading to the proposed "Material Storage Area", <br />#2 constructed along the alignment of an existing two track road to access the <br />coverfill stockpile, with segments leading to the proposed sediment pond and <br />topsoil stockpile.
