The sump <br /> was stable at the time of the inspection. <br /> - Sump 5 contained water to the top of the sump but did not appear to be <br /> discharging at the time of the inspection. The sump appeared to be stable at the <br /> time of the inspection. <br /> Backfilling and Grading: - Colowyo has committed to provide two reclamation <br /> schedules for the East Pit closure. The first plan is a short term plan that will <br /> encompass the area around the Prospect ditch, including the sump area that is part <br /> of the ditch which is not yet to final grade. This short term plan, in the form of a <br /> Technical Revision, was received by the Division on 24 December 2008. The second <br /> plan is a long term plan that will provide a comprehensive reclamation schedule for <br /> the remaining East Pit, including the closure of the final pit. This long term plan is due <br /> to the Division in the first quarter of 2009. <br /> - Colowyo was hauling overburden from the A-Seam to the final pit area of the East <br /> Pit at the time of the inspection. The material was being hauled up a pit ramp on the <br /> East edge of the West pit and was being dumped on the west edge of the East Pit. <br /> - The operator was performing backfilling operations in the Section 4 area of the West <br /> Pit at the time of the inspection. The operator was loading spoil from a temporary <br /> pile with a loader and dumping it along the east edge of the pit just above the East <br /> Taylor Pond. This material was then being pushed into the pit by a DI dozer. A very <br /> small portion of the area has reached final contour. No other backfilling operations <br /> were being performed in the West Pit. Colowyo is required to submit a Technical <br /> Revision detailing the reclamation of the West Pit. This deadline was 23 January 2009, <br /> which has passed. Colowyo must submit this revision immediately. <br /> Topsoil: - No topsoil was being stripped at the time of the inspection. Ryan indicated <br /> that all stripping operations have ceased for the winter and will start up again <br /> probably in late spring. <br /> - The large topsoil pile just north and east of the C-C' underdrain of the East Taylor fill <br /> has been dressed and sloped by Bower Brothers. They have also cut a perimeter <br /> ditch around the pile to help protect the resource. The pile still needs to be seeded <br /> and Ryan indicated that they may still seed it this winter. <br /> General Mine Plan Compliance: - The 101 dragline is on the East Pit highwall where it <br /> was waiting to performing reclamation (although it has not been running for several <br /> months). <br /> - The 102 dragline was working on the east side of the West Pit removing B-Seam <br /> overburden. <br /> - The 103 dragline was working in the west side of the West Pit removing B-Seam <br /> overburden. <br /> - The 114 shovel operation was working on removing A-Seam overburden in the West <br /> Pit. <br /> - The 115 excavator was working on removing overburden in the South Taylor box-cut <br /> area. This material was being dumped in the C-C' drain of the East Taylor fill. <br />
