M-2001-107 - NCCI Pit #1, 112 (c) Amendment Application Adequacy Review 01 Response, 1113012007 <br />-4- <br />4) In accordance with Rule 6.4.4(l) (U), please provide the "nature of the stratum immediately beneath the <br />material to be mined " <br />As detailed in the geotechnical borings on pages 79-86 of the amendment application, <br />claystone was encountered immediately beneath the material to be mined. <br />This material is part of the Laramie Formation, which ranges from 100 to 600 feet in thickness. <br />The upper part of the Laramie Formation consists of shale, silty shale, siltstone, and <br />interbedded fine sandstone. Bituminuous coal seams are sparsely located in the upper portion <br />of the formation. <br />5) In accordance with Rule 6.4.4(1), please specify if explosives will be used in conjunction with the mining or <br />reclamation, and if so, provide a demonstration that offsite areas will not be adversely affected by blasting. <br />No explosives will be used in conjunction with the mining or reclamation activities. <br />Rule 6.4.5 Exhibit E - Reclamation Plan <br />1) Please show on Exhibit F- Reclamation Plan Map, the location of the pipeline that will connect the two <br />cells of the water storage reservoir. Please also include dimensions and material comprising the pipe. <br />Please see the attached revised Exhibit F map which shows the location, dimension, and <br />material of the proposed reservoir interconnect pipeline. Please note that the pipeline is at this <br />time a reclamation concept for a potential end user. It has not definitively been determined that <br />this pipeline will be installed. The end user may elect not to interconnect the reservoir cells and <br />operate the reservoirs separately. Provisions for this pipeline have not been included in the <br />proposed financial warranty because the end user will be responsible for designing and <br />constructing the pipeline separate from the reclamation activities required for the mine. The <br />Division has no potential liability for installing this pipeline as part of the required reclamation <br />that is provided for in the financial warranty. <br />2) For the portion of the expanded area that will not be reclaimed as water storage reservoir (the area <br />immediately south of the 17.4 acre reclaimed reservoir), please describe the proposed reclamation, i.e., <br />regrading, top soiling, seeding, etc, or if no disturbance will occur there, please indicate. <br />This area currently contains a house, outbuildings, oil/gas production facilities and a wetland <br />area. No disturbance of this area is planned as part of the mining activities. <br />3) Because such a high portion of the area will be reclaimed as water storage, is there a possibility of unused <br />overburden or soil stockpiled on site, and if so, what are the plans for long-term stabilization of the piles or <br />transport off site? <br />All overburden and excess soil will be used to construct the pit side liner for the reservoirs. No <br />piles of excess material will remain on site after reclamation is complete. <br />Rule 6.4.7 Exhibit G - Water Information <br />1) The Division is unable to locate on Exhibit C- Mining Plan Map the "process water pond" referred to on <br />page 41 of this section of the application.
