III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> The Million Gallon Tank at the PM Bay was not overflowing at the time of the inspection. TCC stated <br /> that they are monitoring the water level in the Million Gallon Tank daily and assuring that this tank does <br /> not overflow. This has been an ongoing problem and becomes a safety concern during the winter months <br /> due to ice build up. <br /> Construction of the 6MN reservoir continues. The embankment configuration appears complete and <br /> shaped. TCC is placing>8"durable rip-rap on the inslope of the embankment. Collection ditches have <br /> been constructed to the pond. The construction of 6MN pond appears to be in accordance with the <br /> approved plans at this stage of the operation. <br /> Processin Waste: TCC is filling.up the southern and central portions of the RDA. TCC has begun <br /> stripping clay material on the western side of the RDA. Clay material is being transported by scrapers to <br /> the south, to the OSP #1 pile where TCC is constructing a"Temporary Clay Staging Area". This activity <br /> is under review with TCC's submittal of MR233. MR233 has not been approved yet. DRMS issued NOV <br /> #CV2008-006 for implementing a revision prior to receiving final approval (Rule 2.08.4(4)). <br /> Topsoil: 1 ORT topsoil pile has been seeded. TCC has also inter-seeded 6MN topsoil piles. Topsoil at the <br /> Clay staging area will need a topsoil stockpile sign, and sediment control wattles need to be staked down. <br /> Revegetation: TCC has seeded the buried waterlines, new or reshaped topsoil piles, and the north <br /> outslope of the Stoker expansion area. Areas where surface activity has not been completed, remaining <br /> waterlines that need to-be buried, Clay staging area, and the reservoir outslope, will be seeded in Spring <br /> 2009. <br /> 4 of 5 WHITE-File YELLOW-Operator PINK-Specialist <br />
