III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Janet Binns of Colorado Division of Reclamation, Mining and <br /> Safety. Mr. Jerry Nettleton of Twentymile Coal Company accompanied the inspection. The mine is an <br /> active underground mine. The weather was cold with approximately 2"of fresh snowfall from the <br /> previous day. <br /> Roads: Roads throughout the mine were frozen and generally in good condition. Access roads to Fish <br /> Creek Borehole, and 6MN in good condition and are snow covered. Haul roads within the active facilities <br /> area were muddy but functional. <br /> TCC has begun hauling clay material from the western side of the RDA south to an excess spoil pile, OSP <br /> #1, along a permanent access road. The permanent access road had previously been approved in the <br /> Eckman Park Mine permit, C 1981-071. Hauling on this roadway is currently under review in MR233. <br /> Runoff from this roadway is routed into ditch RDA-le, which reports to pond D. <br /> Ditches through out the facilities area are in adequate shape. Ditch E-2 has been cleaned of sediment and <br /> reshaped. <br /> Support Facilities: <br /> The temporary"underflow storage" area in the previously approved location of low quality coal storage <br /> pile is frozen. It was indeterminate of the depth of water remaining in this location,but the water <br /> elevation appears to be low. TCC will continue to allow this material to dry and then will place this <br /> material on the RDA. <br /> 6MN facilities area is in good condition. The compressor building has been demolished. A new <br /> compressor has been placed on a concrete pad west of the substation. TCC has not constructed housing <br /> over the new compressor, nor does it appear that the new compressor is hooked up yet. No excavation of <br /> the contaminated ground at the old leaking compressor area has been initiated yet. <br /> Hydrologic Balance: TCC continues to pump Mine water from TORT to Foidel Creek via a 12"HDPE <br /> Water line. Pond D was discharging through the flume at<0.01 on the staff gauge. TCC has placed <br /> bentonite on the upstream side of the flume. The inspector was unable to verify that this sealing was <br /> effective since the pond was discharging,but there was no evidence of bentonite on the downstream side <br /> of the flume. Ponds throughout the mine were snow and ice covered. <br /> TCC continues to bury the Mine Water transfer lines from FCBH to Area 1 Pit, from FCBH to FCM-2, <br /> from 1 ORT to Junction to 6MN line, 1 ORT to Foidel Creek, and zero entry shaft to Area 1 pit. <br /> 3 of 5 WHITE-File YELLOW-Operator PINK-Specialist <br />
