(10) is adequate per reclamation plan narration <br />(11) Please clarify what the "Tank Battery" is on Map C(1), Sheet 2. <br />Rule 3.1.6 Water-general requirements have been addressed with the State Office <br />of Engineer and Water Resources. <br />Rule 3.1.7 Groundwater: there is no anticipated exposure of groundwater for this <br />project. <br />Rule 3.1.8 Wildlife is addressed in Exhibit H <br />Rule 3.1.9 (1), Topsoil: handling of topsoil is adequate per the mining plans. <br />Topsoil will be used for berms and seeded if left in place for more than one <br />growing season. DRMS suggests using the same seed mix for erosion control as <br />will be used for final reclamation to establish a good seed bank. <br />Rule 3.1.10, Reve etg ation: <br />(1) DRMS staff feels the seed mix submitted does not establish a diverse, <br />effective and long lasting cover for rangeland. Specifically, it is a monoculture of <br />wheat grasses. In Exhibit J it is noted that on site there are shrubs and other <br />grasses that can and should be included in the seed mix. Please submit a seed mix <br />that includes pounds live seed (pls) that includes a shrub such as rabbit brush or <br />sagebrush, winterfat, and two different grasses such as needle and thread or <br />gamma grass. Western may leave in all the wheat grasses or substitute two out <br />for other types. <br />(2) is not applicable, <br />(3) Please commit to ensuring no livestock will be permitted on site until the <br />permit or area is released by DRMS. Failure to exclude livestock from the <br />reclamation areas has historically caused issues that lead to the Division not being <br />able to release the site. <br />(4) Please refer to (1) in this section. <br />(5) is adequate per reclamation plan narration <br />(6) is adequate per reclamation plan narration. Should noxious weeds be <br />observed on a permitted site a Technical Revision will be required to address <br />specific species. <br />(7) is adequate per reclamation plan narration. It is noted the main access roads <br />will remain after reclamation. <br />(8) is adequate per reclamation plan narration <br />(9) is not applicable. <br />Rule 3.1.11, Buildings and Structures is adequate. There were no adverse <br />comments or concerns from the State Historical Society in their response. <br />Rule 3.1.12, Sims and Markers. Please clarify how permit boundaries will be <br />marked and commit to establishment of those boundaries prior to any disturbance <br />on site.
