Section b) Please clarify if the site will be mined to no greater than 3:1 slopes, or if overburden will <br />be replaced after mining to achieve the 3:1 slopes. This information, along with the size and location of <br />topsoil and overburden stockpiles on the site, is critical to the accurate calculation of reclamation costs. <br />The mining will occur in a manner attempting to keep 3:1 slopes intact as the mining occurs. We do not <br />anticipate replacing any overburden during reclamation. <br />Section c) (i) Please modify topsoil thickness to be salvaged to at least nine inches, per the comments <br />under Exhibit C - Section b) <br />The topsoil thickness to be salvaged will be nine inches. <br />Also, weed control methods are required to be used for all noxious weeds on site. A generic plan to <br />control all noxious weeds should be included in all permit applications. If a specific noxious weed <br />species appears in the future, the plan may need to be modified to deal with that particular species at <br />that time. <br />Noxious weed control will be part of the general operation plan of the pit Phillips County offers has a <br />Weed and Pest Management District which offers services that control noxious weeds. Tim will either <br />use that service or spray the noxious weeds himself after receiving advice o the proper chemical which <br />would offer control <br />The reclamation costs are still under review at this time. Your estimate appears to be within reason; <br />however the division is required to complete a separate bond estimate as well. When the clarification <br />of the Exhibit D - Section b) information is received, this will be completed. <br />We will await your estimate on reclamation costs <br />6.3.5 EXHIBIT E - Maps <br />If the road to this site will be substantially upgraded as the result of this mine, it must be included in the <br />overall affected area. <br />The road has been used to access the existing pit M-2004-014. No substantial upgrading will occur. It is <br />our intent to leave the road in place (after pit closure) for use by the Corpers in the future land <br />management: <br />Please snake sure any man-made structures (including fences, roads, and utilities) within 200 feet of the <br />site boundary and their owners are included on the Site Map and Mining Plan Map. <br />There are no additional man-made structures aside from Co Rd. 44. No additions are made to the maps <br />Mining Plan map must include location of overburden stockpile (if any), and direction of mining. <br />No overburden stockpile is planned. It will be sold as a product from the pit <br />Please make sure all maps are clear about the relationship between the area to be included in this <br />permit application, and the area immediately south within permit M-2004-014. <br />The maps have been clarified to show that the new Carper Pit #2 will begin at the north end of the <br />existing pit M-2004-014.
