Per Rule 6.4, Specific requirements for a 112 Reclamation Operation: <br />6.4.1 - Exhibit A, Legal Description, appears to be acceptable. <br />6.4.2 - Exhibit B, Index Map is acceptable with the exception of the required signature. <br />6.4.3 - Exhibit C, Pre-Mining and Mining Maps. <br />(a) Please note all adjoining land owners, <br />(b), (c), (d) are adequate. <br />(e), (f), and (g) are adequate and addressed within Exhibits G, I and J. <br />6.4.4 - Exhibit D, Mining Plan <br />(a) through(h) are adequate per plan narration, <br />(i) please specify whether any explosives will or will not be used in the course of <br />mining operations. <br />6.4.5 - Exhibit E, Reclamation Plan <br />(1) is adequate per plan narration <br />(2) (a)(b) are adequate per plan narration <br />(2)(c) Please refer to Rule 3.1.: <br />3.1.1 is adequate. <br />3.1.2 is not applicable. <br />3.1.3: It is noted that reclamation will be done concurrently with mining. <br />However the site visit and annual reports indicate 1 acre has been reclaimed of the <br />16 currently disturbed. Please clarify how concurrent reclamation is planned for <br />the current disturbance as well as future when it appears that it has not been <br />followed to date. <br />3.1.4 is not applicable. <br />3.1.5: <br />(1) is adequate. <br />(2),(3) and (4): Backfilling of highwalls is noted on Map F-l, but not addressed <br />within the mining or reclamation plans. Please clarify all anticipated sources of <br />backfill material, volumes need to achieve 3:1 slopes and methods of compaction <br />of backfill materials. <br />(5) not applicable <br />(6) not applicable <br />(7) adequate, slopes are to be 3:1 or better <br />(8) Please address slopes in relation to croplands, will grade be adequate for farm <br />machinery? <br />(9) Is there any importation of materials anticipated? Please verify that Connell <br />Resources has an affidavit for inert fill on file for this permit if off site materials <br />are being introduced to the permit area. <br />(10) What measures will be or are instituted to prevent release of pollutants into <br />surface drainages? <br />(11) is adequate. Secondary containment noted on fuel tanks will help prevent <br />impacts to groundwater as the area is a high and dry pit.
