M-1990-025 Hay Camp Pit partial reclamation release, 2008, Page 3 <br />roadway is a permanent post-reclamation feature for access to a cabin downhill to the west. <br />• Parcel #4 is 2.7 acres which was the head of a ravine and used as a dump for excess overburden <br />as well as storm water controls, and had soil replaced and was reseeded in 2007; it still needs at <br />least a year for revegetation to meet standards. <br />There are four parcels for which limited reclamation release is requested; these areas have been brought <br />to final grade, but soil has not been placed, in part because these areas are still in use. <br />• Parcel #2 is 1.1 acres in the north part of the permit area, and consists of a processed material <br />stockpile, a loading area, and a soil stockpile. When the county finishes removing the product <br />(expected early in 2009) the area will have soil replaced and be seeded. <br />• Parcel #5 is 2.2 acres in the center of the pit, which includes the present access road, scale and <br />scalehouse, fuel storage, and maintenance storage. The area is at final grade and soil is <br />stockpiled on the parcel for reclamation. This area is expected to continue in use for 2-3 more <br />years before relocating to the west. Only the grading is requested for release; the road is a <br />permanent post-reclamation feature as requested by the landowner. <br />• Parcel #6 is 1.1 acres of soil stockpile, storing material to be used to reclaim parcels #8 and <br />some of #9. When soil is removed, the parcel will be at final grade with soil, which will be <br />ripped and reconditioned for seeding, together with #8 and some of #9. <br />• Parcel #7 is 0.4 acres of soil stockpile, removed from part of parcels #9 and #10. It is to be <br />extended to the west with soil stripped from #11. When stored soil is removed, the area will be <br />at final grade; as with #6, soil at final grade will be ripped and reconditioned for seeding, when <br />#9 and #10 are reclaimed. <br />• Parcel #8 of 18.6 acres has been brought to final grade but has not had soil replaced, as it is <br />being used for material stockpiles and traffic areas. Portions of this may have soil replaced and <br />be seeded as soon as 2009. <br />There are two areas which are disturbed and for which no reclamation work has been done as of <br />October 2008. <br />• Parcel #9, 17.3 acres, is currently being mined and currently used as plant sites. As mining <br />begins in Parcel #10 in 2009, plants will shift west, and this parcel will be brought to final grade <br />and used for product stockpile and transportation. <br />• Parcel #10, 17.4 acres, was cleared and grubbed in 2008, and will be stripped and mined <br />beginning in 2009. Based on anticipated demand, mining will not extend beyond the current <br />parcel until 2010 or 2011, due to the depth of material available. <br />One area remains, for planning and cost estimation purposes. <br />Parcel #11, 9.6 acres, is identified as the next portion of the site to be mined. This location <br />includes two 100-foot circles which cannot be disturbed or mined, due to the presence of the <br />WAPA power transmission pylons. It may have trees removed in late 2009, but will not be <br />otherwise affected until late 2010, based on current demand and depth of materials. The <br />landowner has indicated that they have no problem with trees being cut, and even if mining <br />ceases, do NOT want trees to be replaced; they prefer to leave the areas in open grass for <br />grazing purposes. <br />Each area has a slope of 1 V.4H or less, as may be seen in the photos. The area has been maintained <br />and inspected and is stable; revegetation has been successful. The only bare areas are where water
