M-1990-025 Hay Camp Pit partial reclamation release, 2008, Page 2 <br />This follows our approved release of 31.3 acres (in five areas) in 2006, which resulted in a total of 87.0 <br />acres. We did not request release in 2007, allowing the vegetation to establish itself for another year. <br />This has produced very good results, with continued good rains and snows, and few weed problems. <br />This request increases the total (assuming this request is approved) to 120.1 acres fully released. Total <br />STATEMENT <br />We certify that we believe that all applicable portions of the Reclamation Plan requirements have been <br />satisfied in accordance with the Rules and all applicable requirements under the Act for the land shown <br />on the attached map. <br />NARRATIVE <br />See the attached map, which marked to show the areas for which release is requested, as well as those <br />previously released. Pest control measures will continue in these areas (as in other reclaimed areas) in <br />concert with the property owner, to control weeds in the area; the property owner will continue to keep <br />livestock off the area for an indefinite period, to allow thickening of the stand still more, and to protect <br />against poor moisture conditions. In all areas, Western Wheatgrass, Slender Wheatgrass, and Russian <br />Wildrye were planted and are present; other grasses common in the area are also present and there is no <br />indication of weed infestation. Even if the area is released, under our agreement with the landowner, <br />the County will continue to control the weeds and monitor conditions until control is transferred. <br />Please see photos. <br />There are four parcels for which full release is requested: <br />A. 11.3 acres which was graded and had soil placed prior to the 2006 release, but did not in our <br />opinion have sufficient vegetation. It has now had two more growing seasons, and is in good <br />condition. This is the last major area in the eastern portion of the permit area. <br />B. 18.0 acres which had brought to final grade at the time of the 2006 request. Soil was replaced <br />in the Fall of 2006 and it was seeded that fall. Very good moisture and growing conditions have <br />benefited this and it is ready for full release. <br />C. 3.8 acres which was graded and had soil placed prior to the 2006 release, but did not in our <br />opinion have sufficient vegetation. It has now had two more growing seasons, and is in good <br />condition. <br />D. 15.2 acres which was not disturbed, in the extreme north point of the pit. This was part of 23.4 <br />acres of land that was to be used by the county. 7.0 acres was cleared and grubbed in 2006- <br />2007, and it was determined that there was not enough usable material to make mining the area <br />worthwhile, so operations ceased. The other 7.0 acres is discussed as Parcel #3. <br />E. 3.3 acres in the south central portion of the site was not disturbed. In this case, it was <br />determined that there was too much overburden to making mining the sand and gravel <br />economical, and operations halted in the Fall of 2006. As with D, the original tree cover <br />remains intact. <br />There are a total of three parcels which have been reseeded, but will require one or two growing <br />seasons to be fully established in order to request full release. Therefore, the cost of grading and <br />placing soil is no longer required but there needs to be a reserve held for reseeding and weed control. <br />• Parcel #1 is 0.6 acres which had been a shop and storage area and the old scale location. This <br />. was at final grade and had soil replaced and was seeded in the Fall, 2008. <br />• Parcel #3 is 7.0 acres which was cleared and partially grubbed, then found to have inadequate <br />sand and gravel, so the soil was immediately replaced in 2007, and seeded.
