Colowyo C-1981-019 <br /> 22 October 2008 <br /> Pg 4/4 <br /> Topsoil: - The Bower Brothers continue to remove topsoil from the South Taylor Area. <br /> They are stockpiling it in the Section 16 area just west of the light-use road. The Bower <br /> Brothers operation is very good in ensuring that all of the available topsoil is removed <br /> and that they are conducting their operations in accordance with the requirements <br /> of the approved permit and SMCRA. It was indicated that topsoil stripping <br /> operations for the year are almost complete and that they would be stopping for the <br /> winter. <br /> - The topsoil stockpile just north of the final cut of the East Pit was sloped and graded. <br /> Jennifer indicated that the pile would be seeded soon. <br /> - There were two areas along the Section 29 ditch that were approved as exemption <br /> areas for topsoil removal. One of the areas was just rocky ground that did not <br /> contain any topsoil (on the top of the ridge) and the other area was too steep to <br /> safely salvage the topsoil. These areas will be surveyed in by Colowyo and reported <br /> in the 2008 Annual Reclamation Report. <br /> - No topsoil has been replaced this calendar year. <br /> Fish and Wildlife: A herd of approximately 30 elk were seen around the Section 16 <br /> Pond. They were pushed there from the East Pit by several cowboys who were <br /> rounding up some stray cattle. Approximately 15 head of cattle wandered onto the <br /> East Pit reclamation from an adjacent pasture. <br /> Air Resource Protection: There was some dust on the haul roads at the time of the <br /> inspection but the operator was actively watering the roads in an attempt to keep <br /> the dust down. <br /> - There was no fugitive dust coming from the coal stockpile at the Gossard loadout at <br /> the time of the inspection. <br /> Excess Spoil: - Colowyo has completed the underdrain system for the East Taylor Fill. <br /> The large rock of the underdrain has been wrapped with filter fabric. Colowyo has <br /> also started to place excess spoil material at the toe area of the c-C' underdrain. <br /> Backfilling and Grading: - It does not appear as though Colowyo has completed any <br /> backfilling of the Prospect watershed in the East Pit. This area remains largely <br /> disturbed with a final closure date of 2012. <br /> This completes the 22 October 2008 Inspection Report for the Colowyo Mine. <br />
