Colowyo C-1981-019 <br /> 9 September 2008 <br /> Pg 2/4 <br /> Hydrologic Balance: - The Gossard Pond (NPDES 003A) contained water <br /> approximately four feet below the riser pipe and was not discharging at the time of <br /> the inspection. The pond embankment was well vegetated and appeared to be <br /> stable at the time of the inspection. No erosional problems noted on the <br /> embankment at the time of the inspection. The emergency spillway is a 12" culvert. <br /> - The Rail Loop Pond (NPDES OO6A) was not inspected because there was a train <br /> being loaded. <br /> - The Prospect Pond (NPDES 007A) contained water approximately six feet below the <br /> top of the riser (to the bottom weep hole) but was not discharging at the time of the <br /> inspection. There was a small amount of water flowing into the pond at the time of <br /> the inspection. This pond was inspected on 11 September 2008, a day after the site <br /> was hit by thunderstorms and rain (sometimes very heavy). The pond was not <br /> receiving any inflow from the storm at the time it was inspected. Last inspection <br /> Colowyo was issued Notice of Violation CV-2008-004 for water topping over the <br /> embankment of the Prospect Pond. Please see Section IV of this report for more <br /> details regarding the NOV. The pond embankment still has a fair amount of debris <br /> and mud on it from last month's storm but it remains well vegetated and appears to <br /> remain stable. The emergency spillway is a grouted, riprapped open channel. There <br /> were no erosional problems noted on the pond embankment at the time of the <br /> inspection. <br /> - The lower portion of the Section 16 Perimeter ditch, to where it intersects the South <br /> Collection Ditch, was walked on 10 September 2008. This ditch collects runoff from <br /> the mostly reclaimed portions of the Section 16 Pit and Section 16 Fill areas. The ditch <br /> was stable and well vegetated at the time of the inspection. No erosional problems <br /> were noted in the ditch at the time of the inspection. <br /> - The South Collection Ditch was walked in its entirety on 10 September 2008. The <br /> South Collection Ditch collects runoff from the Section 16 Fill, The Prospect watershed <br /> of the East Pit and some associated undisturbed areas and routes it to the Prospect <br /> Pond. The ditch is alternately grass-lined and riprapped, depending on the slopes <br /> encountered. The ditch appeared to be stable and there were no areas where <br /> there was a build-up of sediment or where the ditch needed to be cleaned. No <br /> erosional problems were noted in the ditch. While we were walking this ditch it was <br /> raining (very hard for about 45 minutes). Although there were heavy rains, there was <br /> no immediate runoff from the surrounding areas and there was no flow in the ditch <br /> (the only water in the ditch appeared to be the water that hit the ditch itself). An <br /> area of concern prior to walking this ditch was how it withstood the storm event last <br /> month that caused the Prospect Pond to top over the embankment. On this <br /> inspection no problems were noted in the South Collection Ditch as a result of last <br /> month's storm or any other storm events. <br /> - The East Side Collection Ditch was also walked on 10 September 2008. Th East Side <br /> Collection Ditch collects water from the reclaimed Gulch A watershed in the East Pit <br /> and a small amount of associated undisturbed area and routes it to the Gulch A <br /> Pond. There was a fair amount of rain falling while we were walking this ditch as well, <br /> although there was no immediate runoff or water flowing into the ditch. <br />
