Section 2.05.6, Mitigation of the Impacts of Mining Operations <br />In the January 10, 2008 cover letter, it is stated that BRL intends to move the CDPS discharge <br />point from the ventilation shaft site to the dewatering well discharge point. Please submit a copy <br />of the amended NPDES permit when it has been obtained. <br />The Division has no further concerns. As explained above, TR-53 has been changed so that only <br />the drilling of the dewatering well and the construction of the pipeline would be approved. The <br />actual diversion and discharge of mine water will be handled in TR-54. Therefore, no CDPS <br />discharge point is needed in TR-53. <br />4. In the January 10, 2008 cover letter, BRL states that the mine water will not need to be treated <br />before discharge. Please revise the permit application to include a description and the details of <br />the water monitoring program that will be used to confirm this. <br />The Division has no further concerns. As explained above, BRL has requested that only the <br />drilling of the dewatering well and the construction of the pipeline be included in TR-53. The <br />actual diversion and discharge of mine water will be dealt with in TR-54. Therefore, no water <br />monitoring program is needed in TR-53. <br />Please provide well completion diagrams when the drill holes have been completed. <br />In the August 11, 2008 submittal, BRL committed to providing the well completion diagram for <br />the dewatering well when it is obtained. <br />Please provide a more detailed description of the TR-53 project on permit application page 2.05- <br />35i. Please include methods that will be used to control erosion at the discharge outlet in <br />Hubbard Creek. Also, please incorporate the information contained in the January 10 cover letter <br />for TR-53 (which includes the plan for handling the discharge water) into the permit application. <br />A revised page 2.05-35i was provided in the August 11, 2008 submittal. However, TR-53 was <br />further revised as requested by BRL in their September 18, 2008 letter. Therefore, please provide a <br />revised permit page that describes the final revised plan for TR-53. <br />Please update the Probable Hydrologic Consequences section of the permit application with a <br />discussion of the probable effects on the hydrologic regime of pumping mine water into Hubbard <br />Creek. <br />The Division has no further concerns. In the August 11, 2008 submittal, BRL stated that, since the <br />discharge of mine water will be handled in TR-54, no update of the PHC in TR-53 is needed. <br />Section 2.05.4, Reclamation Plan <br />The Division has finished its review of the reclamation cost estimate for TR-53. Attached are the <br />Division's cost estimate worksheets, which include a summary sheet and worksheets for tasks nos. 261 <br />through 268. The reclamation cost estimate represents an increase in liability of, 11, 942. UU. Please <br />review the Division's reclamation cost estimate and inform the Division as to whether or not the <br />estimate is acceptable to BRL. <br />2
