J. J. Dudash -2- August 11, 2008 <br />BRL - It has been decided the water will not be discharged to Hubbard Creek. The water <br />will be pumped to the active B-Seam workings through the Hubbard Creek ventilation <br />shaft. <br />4. In the January 10, 2008 cover letter, BRL states that the mine water will not need to be <br />treated before discharge. Please revise the permit application to include a description and <br />the details of the water monitoring program that will be used to confirm this. <br />BRL - It has been decided the water will not be discharged to Hubbard Creek. The water <br />will be pumped to the active B-Seam workings through the Hubbard Creek ventilation <br />shaft. The water will be staged through the B-Seam sumps and discharged through outfall <br />006. The only water quality parameter for mine discharge that at times is difficult to attain <br />is total suspended solids. Since the mine water will be pumped to the BSeam sumps, <br />there will be sufficient detention time to allow the solids to settle. <br />5. DRMS - Please provide well completion diagrams when the drill holes have been <br />completed. <br />BRL - Well completion diagrams will be provided. <br />6. DRMS - Please provide a more detailed description of the TR-53 project on permit <br />application page 2.05-35i. Please include methods that will be used to control erosion at <br />the discharge outlet in Hubbard Creek. Also, please incorporate the information contained <br />in the January 10 cover letter for TR-53 (which includes the plan for handling the discharge <br />water) into the permit application. <br />BRL - Enclosed is amended page 2.05-35i. <br />7. Please update the Probable Hydrologic Consequences section of the permit application <br />with a discussion of the probable effects on the hydrologic regime of pumping mine water <br />into Hubbard Creek. <br />BRL - Since the water is to be discharged through outfall 006, the PHC is being updated <br />by TR-54. <br />8. DRMS - The Division has finished its review of the reclamation cost estimate for TR-53. <br />Attached are the Division's cost estimate worksheets, which include a summary sheet and <br />worksheets for tasks nos. 261 through 268. The reclamation cost estimate represents an <br />increase in liability of $11,942.00. Please review the Division's reclamation cost estimate <br />and inform the Division as to whether or not the estimate is acceptable to BRL. <br />BRL - TR-53 originally contemplated two wells, a monitoring well and a production well. <br />Since a monitoring well was constructed on Hubbard Creek road (MR-86) only a <br />production dewatering well will be drilled. Therefore task 261 should be reduced by 50%. <br />9. DRMS - Please demonstrate compliance with Rule 4.05.10(2), if applicable. <br />BRL - Rule 4.05.10(2) refers to gravity discharge from an underground mine which is not <br />applicable to this technical revision.
