foundation of the disposal area away from the fill. Other requirements for drainage control <br />will be met. <br />V. Backfilling and Grading <br />A. The applicant has demonstrated that the fill used to eliminate the highwall and depressions <br />meets all the requirements of 4.05, 4.06, 4.09, and 4.15. Therefore, the Division proposes to <br />approve that excess material not required for highwall and other depression backfill need <br />not be returned to approximate original contour (4. 14.1(2)(c)). <br />B. The Division proposes to approve the method and design specifications for covering of acid- <br />and toxic-forming materials in order to prevent leaching into surface and ground water and <br />to ensure backfill stability (4.14.3(2)). <br />VI. Reve etation <br />A. The permit area includes three defined vegetation types including a pinon juniper/mountain <br />shrubs mosaic, a dry cropland area and a previously disturbed "old field" community. <br />Baseline data collection has been performed on all three areas, and is included in Section <br />2.04. 10 of the permit application. <br />The reclamation plan with respect to revegetation is discussed in Section 2.05 of the permit <br />application. The Division has approved the use of introduced species and finds that they will <br />be compatible with the post-mining land uses. <br />With the approval of Technical Revision 5, the approved post-mining land uses of the <br />Carbon Junction Mine were changed from wildlife habitat and cropland to commercial, <br />recreation, and residential. As a result of this change, the criteria under which the success of <br />revegetation will be judged after completion of reclamation changed significantly. <br />Additionally, the goals for the revegetation program changed accordingly. The goal of the <br />revegetation program will now be to establish a vegetation cover adequate to control erosion <br />subject to the applicable requirements of Rules 3.03.1(3)(e) and 4.15.10. To that end, the <br />revegetation plan was amended with the 1996-1997 mid-term review. <br />B. Schedule <br />Revegetation is scheduled immediately following redistribution of soil. This will normally <br />be during the fall between August 15 and November 15. <br />C. Irrigation <br />No irrigation is anticipated to be employed during revegetation at the Carbon Junction Mine. <br />D. Weed and Pest Control <br />Noxious weeds will be controlled on the revegetated areas of the mine site. Upon <br />identification of an infestation, OEI will implement control measures. Control measures will <br />be implemented based on recommendations of the local NRCS or agricultural extension <br />office. OEI will modify the permit as necessary to address the measures to be implemented. <br />14
