E. Fertilization <br />Soils will be tested after respreading and prior to seeding to determine the necessity of <br />applying fertilizer. Fertilization rates will be based on the recommendations of the local <br />NRCS or agricultural extension office and will reflect the nutrient requirements of the <br />species in the seed mix. Fertilization may be delayed up to three growing seasons after <br />initial planting to minimize weed growth in the reseeded areas. <br />F. Revegetation Success Criteria <br />The criterion for evaluation of revegetation success for the approved post-mining land use is <br />vegetation cover, subject to the applicable requirements of Rules 3.03.1(3)(e) and 4.15.10. <br />This vegetation cover must be sufficient to control erosion. Based on sampling at other mines <br />sites in the area and the pre-mining vegetation studies, a revegetation cover standard was <br />established. The following will be the revegetation success criteria for the Carbon Junction <br />Mine: <br />1. Vegetation Cover <br />Vegetation cover of the reclaimed area will be successful when vegetation cover is 90 <br />percent of the cover standard of 40 percent with 90 percent statistical confidence. <br />2. Herbaceous Production <br />There is no herbaceous production revegetation success standard. <br />3. Woody Plant Density <br />There is no woody plant density revegetation success standard. <br />4. Species Composition <br />There is no species composition revegetation success standard. <br />VII. Post-mining Land Use <br />A. The Division has approved alternative post-mining land uses of commercial, recreation, and <br />residential. The land-uses meet the criteria of Rule 4.16.3. <br />VIII. Protection of Fish. Wildlife and Related Environmental Values <br />A. The applicant has proposed the use of persistent pesticides on the site during reclamation <br />operations. The Division proposes to approve this usage (4.18(4)(g)). <br />B. Fish and wildlife habitat is not a planned post-mining land use, however, the applicant has <br />selected appropriate plant species and distributions to benefit fish and wildlife (4.18(4)(i)). <br />IX. Operations on Alluvial Valle Floors <br />A. The Division has determined that an alluvial valley floor exists within the affected or <br />adjacent area.
