Colowyo C-1981-019 <br />23 July 2008 <br />Pg 5/6 eZ?1pj <br />Hydrologic Balance (cont.): - Section 16 Pond Ditch (cont.): On this inspection it was <br />noted that this ditch extension had already been constructed. The topsoil had been <br />stripped and the ditch had been excavated. This resulted in Notice of Violation CV- <br />2008-002 being issued. See Section IV of this report and the corresponding Notice of <br />Violation for more detailed information regarding the violation. <br />Backfilling and Grading: - The reclamation and backfilling operations in the East Pit <br />have made little to no progress this summer. The 101 dragline was sitting on the East <br />Pit highwall at the time of the inspection but it was not operating. <br />- The top of the West Pit overburden stockpile still needs to be removed to the new <br />approved elevation as permitted in Technical Revision 63. <br />- The operator was dumping spoil from the South Taylor Pit to an area north and west <br />of the West Taylor Fill. It was unclear whether or not this dump location would be the <br />final destination for this spoil material or whether it would be moved somewhere else <br />at a later date. <br />- The borrow area for the Section 28 Pond needs to be regraded, topsoiled and <br />reseeded before fall this year. <br />Support Facilities: - The facilities area was in good condition at the time of the <br />inspection. No problems were noted with the area. <br />- The Gossard Loadout appeared to be stable and in good condition at the time of <br />the inspection. No fugitive dust coming from the coal stockpiles or stacker tube at <br />the time of the inspection. <br />Topsoil: - The operator, through the contractor Bower Brothers, was still removing <br />topsoil from the South Taylor Pit area. They were removing it from an area west of the <br />box-cut area. The topsoil is being stockpiled in a new pile just south of the West Pit <br />(east of the Section 16 Pit) and next to the pile above the East Pit highwall. The area <br />was dry and stable at the time of the inspection and the topsoil looked good. It was <br />noted that Bower was overloading the trucks slightly. There was some spillage from <br />the trucks when the left the loading area (this material was subsequently picked up <br />by the excavator operator) and as they traveled to the stockpile (this material was <br />lost). Bud Bower was advised to back off on the volume a bit so this resource is not <br />lost. Overall, Bower is doing a very good job with the topsoil stripping operations. <br />- We walked around the topsoil stockpiles that were along the East Pit Highwall and <br />Section 16 Pit. These piles all appear to be stable. The piles had perimeter ditches <br />cut around them to catch any topsoil runoff from the piles. Several of these piles <br />have been completed and will need to be dressed and seeded this fall. <br />-Anson (who constructed the West Taylor and Section 28 Ponds) was not working at <br />the time of the inspection. They are located in the West Taylor Draw to the north and <br />slightly west of the current South Taylor operations. <br />- The topsoil that was placed on last year's reclamation and seeded appears to be in <br />pretty good condition. This area had extensive rilling due to the lack of surface <br />roughening and extensive runoff this spring. The vegetation is coming in nicely and <br />this area should end up being alright.
