DRMS: The final sentence of the first paragraph on approved permit page <br />2-31 states that typical cross-sections and design specifics for the main haul road <br />ditches are found in Appendix "M". We do not have the referenced designs in our <br />permit copy of Appendix "M". <br />Please provide the referenced Appendix "M" designs, or correct the narrative <br />reference on page 2-31 if it is in error. <br />CAM: The referenced design in shown on Table 4.2-13 (page 2) which will be <br />deleted as part of this application and replaced as Table 4.2-12. Attached is <br />revised page 2-31, referencing the design shown on Table 4.2-12. <br />13. DRMS: The current approved permit includes 3 light use roads (#1 <br />provides access to the construction material stockpile, #2 provides access to the <br />sediment pond, and #3 provides access to a power meter). The amended <br />Surface Facilities Map for TR16 depicts a short segment of #1 leading to the <br />proposed "Material Storage Area", #2 constructed along the alignment of an <br />existing two track road to access the coverfill stockpile, with segments leading to <br />the proposed sediment pond and topsoil stockpile. The two track road alignment <br />is depicted extending beyond the immediate surface disturbance vicinity, but it is <br />not clear what length of the road segment is intended to be permitted as a road <br />for operational use (at a minimum, the main segment and spurs leading to the <br />stockpiles and sediment pond will need to be permitted). The power meter light <br />use road is not depicted on the amended Surface Facilities Map. Permit narrative <br />under "Light Use Roads", beginning on page 2-32 was not updated for TR-16. <br />Please provide amended map, cross-sections, and narrative addressing <br />construction, specifications, use, and maintenance of proposed light use <br />roads. Please provide sufficient detail regarding the nature and planned <br />frequency of use to demonstrate that "Light Use" is the proper designation <br />for each of the roads. In addition, please update the current permit <br />narrative regarding the temporary light use road constructed in 2005 to <br />access the emergency drill hole on the North Fork of Munger Creek, to <br />reflect the completed reclamation. <br />CAM: "Light-use road" as defined in the DRMS's regulations means roads <br />infrequently traveled or used on an intermittent basis for purposes other than <br />transportation of coal, spoil or coal mine waste, including, but not limited to, <br />roads used for monitoring, periodic maintenance of monitoring facilities, or other <br />occasional uses.
