Michael Boulay May 21 2008 <br />classified as Light Use roads on Figure 2.2-3 meet DRMS's definition of Light use <br />Road. <br />The main Haul Road (with profile shown on Figure 2.2-5) has been labeled on <br />Figure 2.2-3 as Haul Road #1. The small segment of Haul road leading to the <br />Coal Mine Waste pile has been labeled Haul Road #2 and the profile is shown on <br />new Figure 2.2-5A. <br />The permit text has been updated, please see revised pages 2-32 & 33. <br />Rule 2.05.3(4) Ponds Impoundments Other Treatment Facilities and Diversions <br />14. DRMS: Grand Valley Coal Company is referenced on page 2-42. <br />Please remove "Grand Valley" from all revised text pages. <br />CAM: `Grand Valley' was removed from page 2-42. <br />15. DRMS: Certain references on amended page 2-48 may no longer be <br />applicable, upon reclamation of the current sedimentation pond and construction <br />of the TR- 16 proposed sediment pond. There is reference to the pre-cleaner <br />sediment trap (not shown on revised Figure 2.2-3), which may or may not be <br />maintained upon completion of the new sediment pond. There is also reference <br />to the 60 percent sediment level as the cleanout level. <br />Please revise the narrative section as appropriate, in accordance with the <br />design for the new proposed sediment pond (please also see item 19 <br />below), and provide clarification regarding the pre-cleaner sediment trap. <br />CAM: The sediment pre-cleaner will remain in place, and text was added to <br />page 2-48 clarifying that the pre-cleaner functions as a (sump) and is shown on <br />revised Figure 2.2-3, and the pond will be cleaned at the 60 percent sediment <br />level. <br />16. DRMS: There was no stability analysis provided for the new sediment pond <br />embankment. In accordance with Rule 4.05.9, a stability analysis is required for <br />all impoundments. Statements on revised page 2-27i indicate that failure of the <br />impoundment may damage property. <br />Please provide a stability analysis for the proposed new impoundment that <br />demonstrates compliance with 4.05.9(8). <br />CAM: A stability analysis is not required on the dugout pond as it does not meet <br />the size requirements of 30 CFR 77.216(a), it is not a Class B or C dam and <br />failure will not cause serious property damage of loss of life. <br />
