Michael Boulay May 21-2008 <br />9. DRMS: On narrative page 2-29 "Office Complex", there is apparently <br />outdated language in the second paragraph regarding landscaping trees "shown <br />on Figure 2.2-2", and reference to "three sediment fences" in the final paragraph. <br />We are not aware of landscaping trees on the site and none are depicted on the <br />map. There is only one SAE silt fence for sediment control at the office area. <br />Please amend the text as appropriate. <br />CAM: Removed language about the cottonwood trees on page 2-29, and there <br />were/are three sediment fences, one for the office, one for the material storage <br />area and one for the construction material storage area. The Operator asks the <br />DRMS to look at the currently approved 2.2-3, sediment fence is shown in the <br />legend, and on the maps itself. However, the text on page 2-29 about the two <br />silt fences has been removed since the two near the old sediment pond and <br />material storage area will no longer be there. <br />10. DRMS: On amended pages 2-34 and 2-35 there are numerous references <br />to the "construction material" stockpile. The term is somewhat confusing and <br />could be misleading, since the proposed stockpile is labeled "Coverfill Pile" on <br />Figure 2.2- 2, and the primary purpose of the material is for non-toxic refuse pile <br />cover. We assume material from the existing construction material stockpile will <br />be used along with pond embankment material to backfill the existing sediment <br />pond, and for site grading associated with TR- 16 implementation, with any <br />"leftover' material to be included in the proposed coverfill stockpile, but this <br />should be clarified. <br />For consistency and clarification, please replace "construction material" <br />with "coverfill" in the amended narrative, in reference to soil that will be <br />stored in the proposed coverfill stockpile, and address how material in the <br />currently approved "construction material" stockpile will be utilized in <br />future operations and reclamation. <br />CAM: Instead of updating the text, 'Coverfill Pile' was changed to 'Construction <br />Material Stockpile' on the appropriate maps. There is reference to existing <br />quantities on page 3-7 in the old topsoil and construction material stockpiles. <br />Rule 2.05.3(3)(c Description of Roads, Conveyors, or Rail Systems <br />11. DRMS: A short segment of new haul road is depicted on TRA 6 Figure 2.2- <br />2 (Surface Facilities). No descriptive information regarding the proposed road <br />segment was provided. <br />Please provide properly amended narrative and cross-section addressing <br />construction, specifications, use, and maintenance of the proposed new <br />segment of haul road that will provide access to the proposed coal waste
