44. DRMS: Permit Figure 3.1-1 Reclamation Map has not been amended to
incorporate revised postmining topography and postmining permanent drainage
channel alignments that will be necessitated by construction of the permanent
coal mine waste disposal pile proposed in TR-16. Also, the map depicts
revegetated community types extending along corridors associated with road
segments that were at one time approved, but are no longer planned (e.g. the
lower access road straightening project east of East Salt Creek, and the McClane
to Munger Haul Road corridor extending off the map to the south.
Please amend the Figure 3.1-1 topography, permanent channel
configurations, and revegetation community type delineations, to
incorporate proposed TR-16 plans and other updates as warranted. In
addition, please ensure that permanent stream channel design tables and
specifications (including Table 3.1-1) are properly amended to conform
with postmine topography and channel configuration modifications. Note
that the area of map coverage will need to be extended some distance to
the south to include the entirety of new disturbance proposed in TR-16.
CAM: Please see digital version of Figure 3.1-1. Based on recent photos taken
at the mine site, the Operator surmised the vegetation type for the newly
disturbed area for TR-16 and included it as part of the new digital version of
Figure 3.1-1. Attached also are the updated Hydrologic & Peak Flow Parameters
in the form of SedCad data sheets, thus replacing Table 3.1-1. The reclaimed
ditch numbering and location will not match the currently approved Table 3.1-1;
for ditch location, please see Figure 3.1-1. The SedCad and excel ditch designs
are now part of Appendix M, pages 74-110. (Ditches R3,5,6,2 & 14 were
designed using Mannings equation in excel as the flow was too large for SedCad
to size the RipRap).
45. DRMS: References to map Figure 3.3-1 in the first paragraph on permit
page 3-8 and the first paragraph on page 3-10 would appear to be erroneous; the
references should apparently be to Figure 3.1-1.
Please correct the references as warranted.
CAM: Please see updated pages 3-8 & 3-10.
46. DRMS: Narrative regarding Mine Support Facilities backfilling and grading
on page 3-12 has not been amended to incorporate plan modifications
associated with TR- 16.
Please amend the narrative as appropriate.
