Michael Boulay May 21. 2008 <br />44. DRMS: Permit Figure 3.1-1 Reclamation Map has not been amended to <br />incorporate revised postmining topography and postmining permanent drainage <br />channel alignments that will be necessitated by construction of the permanent <br />coal mine waste disposal pile proposed in TR-16. Also, the map depicts <br />revegetated community types extending along corridors associated with road <br />segments that were at one time approved, but are no longer planned (e.g. the <br />lower access road straightening project east of East Salt Creek, and the McClane <br />to Munger Haul Road corridor extending off the map to the south. <br />Please amend the Figure 3.1-1 topography, permanent channel <br />configurations, and revegetation community type delineations, to <br />incorporate proposed TR-16 plans and other updates as warranted. In <br />addition, please ensure that permanent stream channel design tables and <br />specifications (including Table 3.1-1) are properly amended to conform <br />with postmine topography and channel configuration modifications. Note <br />that the area of map coverage will need to be extended some distance to <br />the south to include the entirety of new disturbance proposed in TR-16. <br />CAM: Please see digital version of Figure 3.1-1. Based on recent photos taken <br />at the mine site, the Operator surmised the vegetation type for the newly <br />disturbed area for TR-16 and included it as part of the new digital version of <br />Figure 3.1-1. Attached also are the updated Hydrologic & Peak Flow Parameters <br />in the form of SedCad data sheets, thus replacing Table 3.1-1. The reclaimed <br />ditch numbering and location will not match the currently approved Table 3.1-1; <br />for ditch location, please see Figure 3.1-1. The SedCad and excel ditch designs <br />are now part of Appendix M, pages 74-110. (Ditches R3,5,6,2 & 14 were <br />designed using Mannings equation in excel as the flow was too large for SedCad <br />to size the RipRap). <br />45. DRMS: References to map Figure 3.3-1 in the first paragraph on permit <br />page 3-8 and the first paragraph on page 3-10 would appear to be erroneous; the <br />references should apparently be to Figure 3.1-1. <br />Please correct the references as warranted. <br />CAM: Please see updated pages 3-8 & 3-10. <br />46. DRMS: Narrative regarding Mine Support Facilities backfilling and grading <br />on page 3-12 has not been amended to incorporate plan modifications <br />associated with TR- 16. <br />Please amend the narrative as appropriate. <br />CAM: Please see amended page 3-12. <br />18
