Michael Boulay May 21. 2008 <br />Rule 2.05.4(2)(e) Revegetation Plan <br />47. DRMS: The various permanent revegetation seedmixes are listed in <br />Section 3.4.2 and 3.4.3 of the application, but there is no reference to the <br />temporary stabilization seedmix (Table 3.4-2) in the Revegetation section of the <br />application. <br />Please provide amended narrative referencing the stabilization seedmix <br />and stating that the exposed soils associated with all temporary <br />disturbances including ditches, berms, cover fill pile, topsoil pile, pond <br />embankment, and similar disturbances will be seeded with the stabilization <br />seedmix in the first appropriate season following initial construction or re- <br />disturbance. <br />CAM: The seedmixes on Table 3.4-2 are for post mining, permanent <br />revegetation, and therefore it is not appropriate to look for a temporary seeding <br />mix in that location. Temporary seeding is discussed in Section 2.3.4, page 2-39. <br />48. DRMS: Narrative in Section 3.4.7 on page 3-15 regarding shrub and tree <br />planting states that disturbances [in] the shadscale and greasewood shrubland <br />include the road, office complex and the sediment pond area. In actuality, based <br />on Figures 3.1-1 and 4.5-1, disturbance in the shadscale community was limited <br />to a small area of south facing slopes in the lower portal facility area, and a <br />segment of the upper road. Most of the new disturbance associated with TR- 16 <br />would appear fall within the greasewood community, as do lower segments of the <br />haul road and the existing facilities at the mouth of McClane Canyon and along <br />East Salt Creek. <br />Please amend the section narrative for clarity, and to incorporate the TR-16 <br />proposed disturbances. <br />CAM: Please see amended page 3-15. <br />49. DRMS: The fencing plan described on permit page 3-16 is not entirely <br />clear, and may need to be amended to ensure protection from livestock grazing <br />for the entire reclaimed area, including the proposed additional disturbances <br />associated with TR-16. <br />Please amend the plan as warranted, and depict new fence to be <br />constructed, as well as existing fence to be rehabilitated, on amended <br />Exhibit 3.1-1. The same BLM fencing specifications used for the recent <br />Munger Canyon reclamation project are recommended. <br />19
