Michael Boulay May 21-2008 <br />refers to a maximum slope of 2 horizontal to 1 vertical, while pertinent map <br />figures and cross-sections depict a 2.5 horizontal to 1 vertical slope. <br />Please amend the narrative reference as appropriate. <br />CAM: Please see revised page 2-39. <br />42. DRMS: Given the problems encountered with cheatgrass establishment on <br />the existing topsoil pile, and the prevalence of cheatgrass in the areas to be <br />disturbed in association with TR- 16 expansion, it is likely that cheatgrass will <br />infest the proposed new stockpile, unless preventive measures are employed. <br />Please address measures that will be taken during topsoil handling and <br />storage operations associated with TR-16 expansion, to minimize initial <br />establishment of cheatgrass on the proposed topsoil stockpile and to <br />control cheatgrass infestation in subsequent years. <br />CAM: The pile will be sprayed with round-up as needed to minimize the <br />establishment of cheatgrass, please see revised text on page 2-39. <br />43. DRMS: It would appear that topsoil salvage and subsequent development <br />of the coal mine waste disposal area and the coverfill stockpile will disturb small <br />areas of pinyon juniper woodland on the steep hill slopes. <br />Please address measures that will be taken to clear trees to accommodate <br />topsoil salvage, and commit to obtaining necessary approval or permit <br />from BLM regarding timber salvage prior to implementation of tree removal <br />operations. <br />CAM: The trees will be mechanically removed and the Operator will acquire a <br />permit from the BLM. <br />Rule 2.05.4(2)(c) Plan for Backfilling and Grading <br />43. DRMS: Narrative in the second paragraph of Section 3.0 Reclamation Plan, <br />on permit page 3-1 has not been amended to incorporate discussion of new <br />disturbances associated with TR- 16. <br />Please amend the paragraph as warranted. <br />CAM: Please see revised page 3-1 showing the Reclamation Plan. <br />17
