Michael Boulay May 21. 2008 <br />Please include information in appropriate amended sections of the <br />application to document (based on site specific soils data for the affected <br />soil types) that sufficient subsoil of suitable quality is available and will be <br />salvaged. The quantity of salvaged coverfill material will need to be <br />sufficient to ensure that a minimum thickness of four feet of non-toxic <br />cover (including topsoil layer) will be placed over the final surface of the <br />coal mine waste pile. <br />CAM: Please see Table 4.4-2, soil is in the Rivra soils class and it is classified <br />as fair to good to 70". <br />38. DRMS: The initial paragraph in Section 2.3 of the current application <br />contains an unnecessary reference to OSM regulations and reference to an <br />outdated version of the applicable State regulations. <br />Please revise the section as appropriate. <br />CAM: Please see updated Section 2.3, page 2-37 <br />39. DRMS: Narrative on current permit page 2-38 has not been amended to <br />incorporate soil availability assessment and salvage projections for disturbances <br />associated with TRA 6, and such amendment is necessary. Also, it would appear <br />that the second section heading on the page "2.3.1 Topsoil Availability" is <br />erroneous, and should appropriately be "2.3.2 Topsoil Removal". <br />Please revise the narrative and section headings as appropriate to <br />incorporate TR-16 planned operations, and update current language to <br />reflect topsoil salvage and stockpiling operations previously conducted <br />(and volumes salvaged from the previously disturbed areas). Include <br />estimated volume of suitable subsoil available for salvage (as coal mine <br />waste coverfill), in addition to estimated volume of suitable topsoil <br />available for salvage, for areas to be disturbed by TR-16 disturbances. <br />CAM: Please see revised page 2-38. <br />40. DRMS: There is an incorrect reference to map Figure 4.4.1 at the bottom of <br />permit page 2-38. The correct reference should be Figure 2.2-2. <br />Please correct the reference. <br />CAM: Please see revised page 2-38. <br />41.
