Cripple Creek & Victor Gold Mining Company MLE Traffic Impact Study <br />The Year 2000 HCM, published by the Transportation Research Board (TRB) of the <br />National Research Council, sets forth the six different levels of service (LOS) which are <br />the result of various combinations of geometrics, traffic control, traffic volume, and <br />traffic operating conditions. The levels of service are "A" through "F", with "A" <br />representing the best free-flow traffic conditions with little delay, and "E" representing <br />the capacity of a facility. LOS "F" represents breakdown, congestion, long delays, and <br />very poor flow conditions. <br />The results of the analysis are contained in the appendix and summarized in Table 2. <br />Control delay is the amount of delay caused by the traffic control (i.e., stop sign, signal) <br />for a vehicle approaching an intersection that has to slow down from the normal speed, <br />wait in queue, move up to the stop line, wait for a gap in traffic (or until the signal turns <br />green), depart, and accelerate back up to the average speed again. <br />• <br />• <br />Table 2 - Existing AM and PM Peak Hour Level of Service Summary <br /> AM Peak Hour PM Peak Hour <br />Intersection Description Existing Traffic Existing Traffic <br /> LOS Control LOS Control <br /> Dela Dela <br />SH 67/Carlton Access Unsignalized Intersection <br />Eastbound Left A 8.3 A 7.4 <br />Southbound Left/Right A 8.9 A 9.4 <br />CR 82 /Ironclad Access jU ~ ., _ - - <br />nsignalized Intersection --.,_. - ~ _~_._ <br />Westbound Left/Thru A 7.4 A 7.3 <br />Southbound Left/Right A 9.2 A 9.2 <br />As indicated by the results, all turning movements are currently operating at LOS A, <br />which is considered an excellent level of service. <br />Impacts of the MLE on Traffic Volumes and Roadway Facilities <br />In general, the MLE project will extend mining operations into the future by mining new <br />areas within the mining boundary, but without an increase to the daily mining operational <br />levels. Other aspects of the MLE project include new overburden storage areas and the <br />Phase 5 VLF. <br />One of the impacts from the MLE project to area roadways will be to CR 82 between CR <br />81 and CR 821, and CR 83. The creation of the East Cresson overburden storage area <br />will remove CR 83. The creation of the Wildhorse Extension of the East Cresson Mine <br />will impact CR 82 on its north end. <br />In order to mitigate these impacts, CR 82 (between CR 81 and CR 821) is proposed to be <br />realigned to the east and north of its current location. The MLE project will also <br />necessitate a relocation of the Ironclad access to be further to the north. Mine-related <br />traffic will still enter the mine at the new Ironclad access.
