III. Comments - Compliance (Continued)
2) Sediment pond 006 on the, southeast side of the refuse pile had .
silted in. This pond must be cleaned. In addition, the road from the
sediment pond to the conveyor had been eroded. This erosion should be
repaired and since this portion of the road is no longer used, it .should
be reclaimed.
3) The piezometers installed in the refuse pile have been only
partially backfilled. To avoid water running into these holes and giving
false readings, the holes must be completely backfilled.
4) The drainage ditch below the north side of the Mine 1 stockpile must
be cleaned. Presently, the ditch is blocked by coal pushed from above.
5) The berm around the Rock Tunnel powder magazine had evidently been
pushed down during grading operations. This berm must be restored.
6) A berm must be built along the south side of the ramp/road leading
to the pump at artic circle. A minor fuel spill was evident at the time
of this inspection. This berm will assure that the drainage will enter
the artic circle ponds.
7) The disturbed and undisturbed drainage systems at Mine #1 had been
repaired, but during repairs, a berm ,was pushed in front of the disturbed
drainage culvert inlet.
8) The berm containing runoff on the Mine #1 strip pit bench had been
rebuilt plus another berm had been built. .on a lower bench.
9) The -Mine 5 disturbed drainge ditch that parallels Coal Creek must be
redefined. Evidently material was pushed into and up to the bench during
removal of the Mine 5 bin. Any runoff would now flow into Coal Creek.
10) Portions of the storage area south of the warehouse drain into the
undisturbed area between the storage pad and Dutch Creek. The berm along
this area should be extended to the warehouse pond.
4.06 Topsoil
1 ) Topsoil was being actively stripped .from the refuse pile extension
area and replaced ori' the recently graded portions of the refuse pile.
2) The topsoil stockpile above the Mine 1 coal stockpile area should be
pushed away from the coal stockpile, regraded, and a topsoil marker
erected.
