III. Comments - Compliance (Continued)
7) The Mine #5 drainage ditch along the north side of the lower
bench has been rebuilt.
8) A berm has been built south of the warehouse between the
storage pad and Dutch Creek.
9) An overflow pipe has been installed in the artic circle pump
pond since the last inspection. This overflow pipe was running full onto
the ramp/road leading to the pump. The water was running into the artic
circle ponds. This water must be diverted into Dutch Creek.
10) Several places east of the MSHA trailer at Mine #1 , water had
flowed over the outslope. A berm must be built up east of the MSHA
trailer to direct water away from the outslope.
11) The oil barrels noted by OSM in a recent inspection to be
improperly stored at Mine #4 and at the Mine #1 methane pump house have
been moved. The hole in the spill prevention barrier around the fuel
tank at Mine #2 has been patched. A ditch leading to the disturbed
drainage culvert has been built from the oil tanks at Mine #2 to contain
any spillage within the sediment control system.
12) The two upper sediment ponds below the refuse pile are almost
filled with sediment to capacity. These must be cleaned as soon as
possible.
13) The operator must install the new culvert between ponds 2 and
3 over Bear Creek to prevent pond 2 from overflowing this winter. This
installation must be completed as soon as possible.
4.06 Topsoil _
The topsoil stockpile above the Mine #1 coal stockpile has not been moved
yet. Mr. Bowman requested a two week extension of the compliance
deadline.
