Site and material conditions arel, such that extremely dusty conditions may result from the <br />excavation, hauling and deposition of topsoil materials. PROJECT MANAGER may require <br />CONTRACTOR to implement dust control procedures throughout the Project Area for the <br />duration of the Project. Such practices, such as applying water to work areas and roadways, <br />are considered to be normal construction practices, and shall not result in additional expense <br />to OWNER. <br />Measurement and Payment <br />There will be no measurement for payment. Payment for this task will be reflected in a lump sum <br />bid under Item 3 on the Bid Schedule. This lump sum bid will cover all costs for excavation and <br />transportation of topsoil, distribution of topsoil at the Work Area and final grading and ripping of <br />the topsoil excavation area. Additionally, payment shall include all costs necessary and incidental <br />to dust control activities. Such payment shall be considered full compensation for all labor, <br />materials, equipment and all other items necessary and incidental to the excavation and <br />placement of topsoil as directed,;and described in the specifications. Payment for this task will be <br />made only for the amount bid under Item 3 of the Bid Schedule. Payment shall be as this task <br />is completed and approved by the PROJECT MANAGER. <br />TASK 4 SURFACE ROUGHENING <br />Mulch Application <br />After the topsoil is spread to a depth of eight inches (8") over the entire Work Area, two (2) <br />tons of certified weed free mulch shall be applied to the soil surface. <br />Mulch shall be provided by CONTRACTOR, and shall conform to Section 20.2 of the <br />Revegetation Specifications, attached, except that all mulch shall be certified as noxious weed <br />free or noxious weed seed free) by any authorized State or County Officer. Documentation of <br />certification shall be provided to the PROJECT MANAGER prior to application of mulch. <br />The mulch shall be evenly distributed over the soil surface. Surface roughening will occur <br />simultaneously with distribution of the weed free mulch in order to prevent loss of the mulch <br />due to wind. <br />Surface Roughening <br />Severe surface roughening wil[ follow topsoil distribution and mulch application. In order to <br />accomplish the degree of severity of roughening required, the following will be accomplished <br />by CONTRACTOR: <br />Apply Topsoil; <br />Apply two (2) tons per acre weed free mulch, simultaneously with slope <br />scarification (below); <br />Scarify the surface by using a trackhoe bucket to gouge or pull the topsoil and <br />mulch toward the machine in a manner such that no less than fifteen inches (15") <br />of vertical relief is created. These gouges shall be sufficiently close so that no <br />more than eighteen, inches (18") exists between the crest of one gouge and the <br />crest of an adjacent gouge, in any direction. <br />Roughening in this manner will occur at all areas disturbed during reclamation construction, <br />including the Work Area and the topsoil excavation area. Roughening of the channel footprint <br />(Task 5, Channel Construction) need not be accomplished. <br />7
