Please clarify on a map of appropriate scale to: <br />include and show the details described in the mining plan. <br />The map included as Exhibit C(e) is only an air photo of the site. No vegetation <br />information of any kind has been included. If you wish to use this map as a base, please <br />sketch in boundaries/areas and descriptions of the types of vegetation currently present on <br />the site. Include required map elements as appropriate. <br />The map included as Exhibit C(g) has no scale or north arrow and does not identify the <br />"owners" of the roadways shown (Yuma County?), or the gravel pit located directly to <br />the south of the site. Please be aware that all above ground and buried utility lines within <br />200 feet of the permit area should also be identified and shown on this figure. If there are <br />no other significant, valuable and permanent man-made structures on or within 200 feet <br />of the site (other than the roads) please state so in the application. <br />No map has been included your application labeled as C(h), or referred to in Exhibit I - <br />Soils Information, however, the map included as C(d) appears to be from an SCS <br />publication. If this is the case, please clarify, and label it clearly as such in the <br />application. <br />6.4.4 EXHIBIT D - Minim Plan <br />The overall mining plan appears to be straightforward; however there are several areas <br />which require additional clarification. <br />The mining plan currently makes no distinction between overburden and topsoil, how <br />much of these materials are present, how these materials will be removed and segregated, <br />where they will be placed, and how topsoil will be maintained until reclamation. Please <br />describe topsoil available, stripping depths, and where and how the topsoil reserves will <br />be maintained until replaced during reclamation. Please refer to 3.1.9(1) of the rule for <br />further guidance. Also there is no mention in the plan of any processing (crushing, <br />washing, screening), or onsite storage of the mined material. All these details need to be <br />addressed and included in Exhibit D - Mining Plan and shown on the appropriate figures. <br />The application states that 10+ acres will be permitted, with total permitted area of 80.9 <br />acres. The Mining Plan, as written, states the size of the area to be worked at one time as <br />approximately 30 acres, but makes no mention of the total disturbed acreage within the <br />permit area, or of a phased approach to the site activities. Please clarify these items, and <br />specify the maximum disturbed area at any one time, the total anticipated disturbed <br />area(s), and the total permit area. The Division will have to bond for reclamation of the <br />maximum disturbed area at any point in the process, so these distinctions are critical. If <br />the mining is to take place in a phased approach, this should be specified in the plan and <br />an approximate schedule defined.
