There is no timetable given for mining operations or reclamation, or any statement that <br />this operation is intended to be an intermittent operation as defined in Section 34-32.5- <br />103(11)(b) of the CRS. Operators cannot be required to meet specific dates identified in <br />the timetables, however, stating that the mine will operate for an "indefinite period of <br />time" is insufficient. <br />There is no information provided as to the nature, depth and thickness of the deposit to be' <br />mined or the amount of overburden present. There is also no statement regarding depth <br />to groundwater or that groundwater will not be impacted mining activities. Please <br />provide this information to the best of your ability. Perhaps historical/observational data <br />from the pit located immediately to the south of the proposed permit location could be <br />used. <br />6.4.5 EXHIBIT E - Reclamation Plan <br />The application states the primary present (pre-mining) use of the land as rangeland, and <br />the primary future (post mining) use as pastureland, however, Exhibit E states the post <br />mining use will be rangeland. Please clarify/fix this discrepancy. <br />No proposed schedule of any kind for reclamation activities, or discussion of phased <br />approach, if applicable, has been provided. <br />Please refer to the mining plan exhibit comments with respect to topsoil salvage, storage, <br />and replacement. Also please state how much topsoil will be replaced over the affected <br />area during reclamation. What fill material will be used to achieve the 3:1 slopes? If the <br />site will be mined to final 3:1 slopes, please state this in the mining plan. If it is <br />anticipated that on-site assistance will be required for reclamation recommendations, <br />please state what type of assistance may be required, how the determination will be made <br />to seek assistance, and where this assistance will be obtained from. Please be aware that <br />reclamation activities not specified and approved as part of the permit (such as changes to <br />site preparation, addition of soil amendments, or changes to the seed mix) will require an <br />approved technical amendment to the permit, and the associated fees, before they may be <br />implemented. <br />No identification of noxious weeds currently present in the area, or any plan for the <br />control or elimination of noxious weeds during and after reclamation has been provided. <br />Please include a noxious weed control plan in the reclamation plan. Affected areas will <br />need to be essentially free of noxious weeds for the reclamation bond to be released. <br />6.4.6 EXHIBIT F - Reclamation Plan Map <br />This exhibit is missing all the required map elements previously discussed, other than <br />scale. The contours provided are unlabeled, and the post-mining description on the map
