Cary & Elaine Toepke
RE: SerFer Pit Mining Application Comment Response
July 3, 2008
Page 3 of 5
8. The destruction of roads by heavy equipment traffic;
It is unclear what is meant by the phrase "destruction of roads by heavy
equipment traffic." A traffic study was performed for the proposed mining
operation by Delich Associates. Since there will not be a significant increase in
Connell Resources, Inc. truck traffic, the road destruction should be no more than
current traffic provides. The only equipment on the roads, including trucks and
other mining equipment, will be within the weight limits of the county roads.
9. The extended hours of operation;
The proposed hours of operation are Monday through Friday 7:00 am - 5:30 pm
and Saturday 7:00 am - 3:00 pm. No work will be performed on Sundays,
holidays, or nights. These hours will provide for the operations of the SerFer pit
to be completed in a timely and efficient manner.
10. The prairie dog control that will be necessary as prairie dogs currently living on the site
are forced off the site by the mining operations and begin taking up residences in
adjoining landowners' properties;
Although it is not expected that the existing wildlife currently located on the
projected site will relocate south of the Cache La Poudre River, the migration of
the wildlife to other areas cannot be restricted or controlled by Connell Resources,
Inc. It is unclear however, whether the wildlife of this area existed on the current
site before the development of surrounding areas, including the River West
development, or if the wildlife in this area were forced out of those areas as well.
Furthermore, the land directly west of the proposed pit, which will remain
undisturbed, is seen as a much more likely place for the wildlife of the proposed
site to relocate since it is does not require crossing the Poudre River.
11. The adverse impact that the operation will have on the public bike path near the site and
the resultant danger to children living in the immediate area who regularly use the bike
path;
It is unclear how the operation will adversely impact the public bike path.
However, Connell Resources, Inc. will adhere to the Colorado Department of
Public Health and Environment (CDPH&E) permitting requirements. This
includes submitting an application for a Construction Permit and Air Pollutant
Emission Notices (APEN). The intent of the CDPH&E and the APEN are to limit
pollution in all forms and will restrict the SerFer Pit from endangering users of the
new Poudre Trail System.
