The increased traffic congestion that will be created and the resultant increase in traffic <br />accidents that will likely be caused by that increased traffic congestion; <br />A traffic study was performed for the proposed mining operation by Delich <br />Associates. According to the study, only approximately 10% of the SerFer Pit <br />operation truck traffic will utilize CR 13 south of the site. The study showed the <br />level of service of CR 13, Highway 392, and the intersection of the two roads was <br />not changed. <br />4. The current traffic improvements and restrictions in the area are insufficient to properly <br />and adequately mitigate the increased traffic congestion; <br />The traffic study performed by Delich Associates addresses traffic improvements <br />and congestion. According to the study, the key intersections will operate at <br />acceptable levels of service. <br />5. The increased truck traffic carrying gravel from the proposed SerFer Pit will cause <br />spillage of gravel on the roads,. which will in turn be thrown by passing vehicles into <br />other passing vehicles using the roads, thereby causing increased damage to vehicles <br />using the roads; <br />Connell Resources, Inc. will take all reasonable precautions to ensure the volume <br />_ of material that_leav_es the mining site arrives in its entirety at the final destination.__ <br />All trucks will be covered per state regulations. Furthermore, a Spill Prevention, <br />Control, and Countermeasure (SPCC) Plan has been submitted with the DRMS <br />application outlining the procedure Connell Resources, Inc. will follow in the <br />unlikely case of a spill. <br />6. The reduction of home values that will likely be suffered in the area; <br />It is unclear how home values will be directly impacted by any "by-right" land <br />uses on privately owned property in the area. <br />7. The loss of aesthetics of the area; <br />It is unclear which aesthetic standards the objector is referring. In the absence of <br />enforceable guidelines for aesthetics, Connell Resources, Inc. intends to complete <br />mining operations in an efficient and environmentally responsible manner. Noise <br />abatement measures will also limit the visual impact of the mining operations.
