May 6, 2008 in reference to "SerFer Annexation <br />and Master Plan." By contacting the Division of Reclamation Mining and Safety (DRMS) you <br />have also expressed an interest in addressing the SerFer Pit Construction Materials Regular (112) <br />Operation Reclamation Permit Application #M-2008-006. The information and discussion <br />below address each comment within the formal objection to the caption Permit Application: <br />1. "This project will immediately decrease the market value of my home. Indeed it may <br />permanently affect my ability to sell." <br />It is unclear how home values will be directly impacted by any "by-right" land <br />uses on privately owned property in the area. <br />2. "...if his [SerFer Land Ventures, LLC] intent is to sell storage, the water level in the hole <br />would fluctuate. This would have a negative impact on the wildlife and residents of this <br />neighborhood." <br />It is common practice for water storage sites to be developed and then sold.to an <br />entity to fill. The water surface elevations and inlet and outlet design. will be <br />developed by the end user. The end user will dictate the water surface elevation <br />in the reservoir. <br />3. "The project area is a riverbed. It has abundant wildlife... This project will destroy that.. <br />Every. precaution is being taken by Connell Resources, Inc. to mitigate and limit <br />the effects this operation may have to both neighboring properties and the <br />adjacent riverbed. Per the DBMS permit application, various local, state, and <br />federal agencies including the Colorado Division of Wildlife were notified of the <br />application, and comments regarding possible concerns were requested.
