Pond 1 (large pond, outfall 001 ) - The pond was dry. The embankment and inslopes were in good
condition. The principal spillway(riser culvert) and the flume were in good repair.
Pond 2 (small pond, outfall 002) — The pond was dry. The embankment and inslopes were in good
condition. The principal spillway(riser culvert) and the flume were in good repair.
Carbon Junction channel. The reconstructed section of the channel was in good shape with large rock
riprap in place and the two 5 %2 -foot diameter culverts extending underneath the haul road. Vegetation
debris and sediment has been washed into the channel, but the culverts contained little sediment, indicating
no recent significant flow through the culverts.
Sediment control. The cover established on disturbed areas appears to be effectively controlling erosion.
The discussion of Revegetation, below, provides visual estimates of vegetation. No significant gullies or
sediment fans were found on the site. Erosion on the disturbed areas of the site appears to be occurring at a
rate similar to adjoining undisturbed lands.
Backfilling and Grading
Backfilling, grading, topsoil replacement, and seeding appeared to have been completed in all areas
within the permit area except topsoil stockpiles 4 (north of pond 1), 7 (southeast of pond 2), and 8
(south of pond 1); the two sediment control ponds (1 and 2); various ditches; and various boreholes.
The base of the North Pit reclaimed slope is contoured to act as a grass filter for trapping sediment in
runoff coming off of the slope where the south half of the North Pit was approved as a small area
exemption in TR-14.
The final contours of topsoil stockpile 4 are the subject of comment 2 in the Division's adequacy letter
of April 11, 2008 for Permit Renewal RN-03. I measured side slopes on Topsoil stockpile 4 with a
Brunton compass and found them to be: west side 3:1, south and east sides 2.5:1, and north side 1:1.
Support Facilities
No problems were found in the Equipment Storage Area at the south end of the permit area where all
equipment previously stored there has been removed from the site, with the exception of a semi-trailer.
Release of Phase I reclamation liability for removal of the equipment could be applied for in a bond release
application.
Topsoil
Topsoil replacement depths were checked with a shovel in the Equipment Storage Area at the south end of
the permit area and in the Permanently Reclaimed Spoil Area. More than 6 scattered locations were
checked in each of the two areas. All locations had more than one foot of topsoil, consistent with the
approved reclamation plan. (Topsoil depths in the North Pit area were checked during topsoil replacement
in 2006.)
Revegetation
The areas that were backfilled, graded, topsoiled, seeded, and mulched in summer 2006 developed a
nurse crop of sterile wheat/oat hybrid, a product called Regreen. This nurse crop has since given way to
4
