An <br />attached air photo "Sketch Map" showing the delineated wetland areas shows <br />the approximate single pond aspect for site reclamation. All site disturbances <br />will be within the pond footprint, perimeter buffer zone and gate areas of the <br />site. The site operator (Elam) will conduct all site operations and stockpiling <br />as necessary within the pond footprint area. A 24-foot wide road will cross the <br />south wetlands and at times a temporary truck scale and staging area may be <br />present in the gate area south and east of the south wetland. As planned, <br />reclamation will be done to pond edges as the water surface area increases and <br />the final site reclamation will be, as planned, the final south pond edge and the <br />gate/scale/staging area in the SE corner of the site. <br />2. A Level II Traffic study has been completed for the CDOT access permit on <br />Hwy 394. Pursuant to the study, CDOT is requiring the applicant to access the <br />permitted mine area through their current existing access, point rather than at <br />the proposed east corner location. CDOT prefers to have as few access points <br />as possible on the highway feels that the corner location was "too close" to the <br />current residential access ...ergo, "use the one you already have and upgrade". <br />The current Brennise residential access will be modified for CDOT <br />commercial specifications and a 50 foot wide easement will follow the south <br />fence to the east fence thence north to the 62 acre site. The applicant's site <br />operator (Elam) will construct a 24 foot wide access road within the easement. <br />3. The site inspection and wetlands study show limited topsoil and the site. All <br />available topsoil will be reserved as planned for reclamation activities. If any <br />offsite topsoil material is necessary to enhance reclamation, the imported soil <br />should be (will be) "clean soil". <br />4. The applicant has an agreement with ELAM to operate the site. Elam's <br />planned hours of operations at the site would be during daylight hours Monday <br />through Saturday. Elam's total daily workforce, depending on type of site <br />operations, may be from 4 to 15 personnel. Cell phones are planned for site <br />communications. <br />5. The CDPHE Stormwater Permit will be revised and modified to allow for <br />discharge of process (dewatering) waters to assist in the site operations and <br />enable groundwater to be discharged offsite to the river. This should (will) <br />also eliminate the "groundwater drawdown concerns" from the Deep Cut <br />Ditch Ownership. <br />6. The applicant notes the attached comment letters from DOW, DWR, and CHS. <br />The DOW has been contacted via telephone and letter and their comments <br />have been received. I have sent you copies of my response to the Water <br />Division concerning the gravel pit well permit and the other conditions for <br />approval.
